The next item is "Grants to States for child-welfare services under the Social Security Act." The appropriation for 1946 was $1,510,000 and you are requesting the same amount in 1947. Grants to States for child-welfare services, Social Security Act, Children's Bureau Appropriation, 1946, and estimate, 1947.. $1, 510, 000 An annual appropriation of $1,510,000 for grants to States for child-welfare services is authorized in title V, part 3, of the Social Security Act, approved August 14, 1935, and amended August 10, 1939. The Federal grant is "For the purpose of enabling the United States, through the Children's Bureau, to cooperate with State public-welfare agencies in establishing, extending, and strengthening, especially in predominantly rural areas, public-welfare services for the protection and care of homeless, dependent, and neglected children, and children in danger of becoming delinquent.' All 48 States, the District of Columbia, Alaska, Hawaii, and Puerto Rico have cooperated under the program since 1939. On April 1, 1944, Utah suspended operations for the purpose of reviewing its whole public-welfare program. A plan is now being prepared in the State which calls for an allocation of funds during the current fiscal year. Plans for child-welfare services, usually covering the period of 1 year, though in special cases for a shorter period, are developed jointly by the State public-welfare agency and the Children's Bureau. The act specifies that the Secretary of Labor shall make allotments to States of the sums authorized for appropriation each year as follows: Uniform allotment of $10,000 to each State (sec. 521 (a))..... Allotment on basis of ratio of rural population of each State to total rural population of United States-- Total.. $520,000 990, 000 1, 510, 000 The amounts allotted to States are available for payment for three fiscal years. No specified ratio of financial contribution by the State or local government is required. The funds may be expended (a) for developing State services for the encouragement and assistance of adequate methods of community child-welfare organization in areas predominantly rural and other areas of special need, and (b) for payment of part of the cost of district, county, or other local child-welfare services in areas predominantly rural. As of June 30, 1945, about 41,000 children were receiving services from workers paid from Federal child-welfare services funds. In addition it is estimated that approximately 180,000 children were receiving services from workers paid from other public funds. Federal child-welfare services funds, on June 30, 1945, were being used to pay the salaries, in whole or in part, of 549 professional workers providing services in 47 States, the District of Columbia, Alaska, Hawaii, and Puerto Rico. This number included 374 case workers providing direct service to children and 175 supervisors, consultants, and specialists.
