Grants to States for services for crippled children, Social Security Act, Children's Bureau Appropriation 1946 and estimate 1947.... $3, 870, 000 An annual appropriation of $3,870,000 for grants to States for services for crippled children is authorized in title V, part 2, of the Social Security Act, approved August 14, 1935, and amended August 10, 1939. The Federal grant is "for the purpose of enabling each State to extend and improve (especially in rural areas suffering from severe economic distress), as far as practicable under the conditions in such State, services for locating crippled children, and for providing medical, surgical, corrective, and other services and care, and facilities for diagnosis, hospitalization, and after-care, for children who are crippled or who are suffering from conditions which lead to crippling.' All 48 States, the District of Columbia, Alaska, Hawaii, and Puerto Rico participate in the crippled children's program. Plans are submitted to the Children's Bureau each fiscal year by the State agency responsible for the services, and are approved by the Chief of the Children's Bureau. The act specifies that the Secretary of Labor shall make allotments to States of the sums authorized for appropriation each year as follows: Uniform allotment of $20,000 to each State (sec. 512 (a)) (fund A).. $1,040,000 Allotment according to need of each State after taking into considera tion number of crippled children in each State in need of services and the cost of furnishing such services (sec. 512 (a)) (fund A)...
