PRESIDENT: I transmit herewith the "Alaska Highway Study Report" prepared in compliance with section 13 of the FederalAid Highway Act of 1962, approved October 23, 1962 (76 Stat. 1149). This section authorizes the Secretary of Commerce to make engineering studies, estimates, and surveys relative to a highway construction program for the State of Alaska. The act provides that a report thereon shall be submitted to the Congress on or before May 15, 1964. Because of a delay in appropriations to finance the study, the Bureau of Public Roads was unable to award a contract for the necessary work until November 27, 1963, too late to meet the reporting date set out in the 1962 act. On March 2, 1964, the chairman of the Committee on Public Works was informed of that fact and that the Department would prepare and submit to the Congress the required report as soon as possible. The report transmitted herewith sets out the findings and recommendations of the Department of Commerce. At the request of the Director of the Bureau of the Budget I am also enclosing as a part of our transmission the Director's letter to me of May 4, 1966, commenting on the recommendations of our report.
