A directive was given to local people to stay out of politics. Could something like this be done? CAMPENELLI: Problem has always been that contracting is always mentioned with reducing federal employment. The Bureau is here to provide services and programs to Indian people. There is a morale factor involved here with BIA personnel. How to attract and retain qualified Indians to BIA? Becoming difficult to recruit top notch Indian professionals.

QUESTION DIRECTED TO CAMPENELLI: How do we go about changing policies
and procedures of the Bureau? ANSWER: Case by case basis. Subject
to waiver but not make a blanket waiver. If a tribe wishes to change,
tribe would make a written appeal to Commissioner re waiver.

Campenelli states there is a copy in every area office. Area Supt. should have a copy. KINSMAN SCHOOL REP: States they will not be getting much help from the state. We don't want to deal with taxes, and are going contract route. ACE suggests setting un another meeting and have everyone come and compile concerns and submit theses concerns as testimony. Also to decide which 5 people will be going to D.C. to represent the CICSB in the panel.

Rose Marie Roybal re a council organized on census of Indians.
Indian Council on Census. On August 24 resolution was passed to get
such a council organized. Vincent Barabbas is the person to contact.
There are 21 slots open for Indians to get on this council.

ACE calls another meeting for October 10, 1975, Friday at the Colburn Hotel. Suggestion made that Bobo Dean and Michael Gross also be contacted.

THE FOLLOWING IS A SUMMARY OF THE COMMENTS, SUGGESTIONS AND OBJECTIONS OF THE MEMBERS OF THE SHOSHO NE-BANNOCK TRIBAL EDUCATION COMMITTEE WHICH REPRESENTS 3000 INDIAN PEOPLE, CONCERNING THE EDUCATION PROVISIONS OF THE INDIAN SELF DETERMINATION ACT

WE FEEL THE EXPANSION OF THE REGULATIONS TO INCLUDE EDUCATIONAL AGENCIES OTHER THAN THE PUBLIC SCHOOLS WILL WORK TO THE DETRIMENT OF THE FUNDING FOR PUBLIC SCHOOL PROGRAMS. THE ORIGINAL SCOPE AND

PUBLIC SCHOOLS AND WE BELIEVE THIS INTENT MUST BE UPHELD. "PREVIOUSLY PRIVATE SCHOOLS" AND BOARDING SCHOOLS SHOULD HAVE THEIR OWN SEPARATE LINE ITEMS FUNDING.

SECTION 403.12. WE FEEL THAT THE WORDING "FROM EARLY CHILDHOOD" IS TOO BROAD A DEFINITION. INASMUCH AS THE EDUCATIONAL FUNDS CONTINUE TO BE SO LIMITED WE PEREFER THAT ELIGIBILITY BE LIMITED TO. KINDERGARDEN THROUGH GRADE 12.

SECTION 403.13. WE OBJECT TO THE INCLUSION OF OPERATIONAL SUPPORT PROVISIONS IN THE GENERAL REGULATIONS. WE BELIEVE THAT THE SUPPORT PROVISIONS SHOULD BE SEPARATED FROM THE REST AND SHOULD BE FUNDED BY THEIR OWN ALLOCATION.

SECTION 403.31. WE STRONGLY DISAGREE AND OBJECT TO THAT PART OF THE DISTRIBUTION FORMULA WHICH STATES "WITH ALLOWANCES BEING MADE FOR THE ACTUAL COST OF DELIVERING EDUCATIONAL SERVICES IN EACH STATE"

THE FOLLOWING WORDING IS RECOMMENDED INSTEAD: DISTRIBUTION FORMULA; IT IS RECOMMENDED THAT UNDER SECTION 403.31 FUNDS WITHIN EACH STATE SHOULD BE DISTRIBUTED AMOUNG THE CONTRACTORS SO THAT EACH CONTRACTOR WILL RECEIVE APPROXIMATELY THE SAME AMOUNT FOR EACH ELIGIBLE INDIAN STUDENT TO BE SERVED UNDER THE CONTRACT TO ESTABLISH A MINIMUM FUNDING BASIS. THE COMMISSION OF INDIAN AFFAIRS SHALL MAKE AVAILABLE ADDITIONAL FUNDS TO INDIVIDUAL CONTRACTORS ON THE BASIS OF SPECIAL NEEDS OF THE COMMITTEES INVOLVED AND THE STUDENT SERVED UNDER THE PROGRAM. SPECIAL NEEDS INCLUDE, BUT, ARE NOT LIMITED TO PROBLEMS ARISING FROM CULTURAL, LINGUISTIC, SOCIAL AND GEOGRAPHIC ISOLATION, AND THOSE IDENTIFIED BY THE SCHOOLS AND COMMUNITIES EFFECTED. FUNDS OVER AND ABOVE THE MINIMUM FUNDING BASE BE MADE AVAILABLE THROUGH ADDITIONAL APPROPRIATIONS TO MEET THE SPECIAL EDUCATIONAL NEEDS HEREIN STATED.

NECESSARY TO VERY PRECISELY LIST WHICH REPORTS, EVALUATIONS, ETC, Ó
