The amounts shown here for New York, Pennsylvania, Indiana, Illinois, Michigan, Minnesota, Iɩws, Missouri, South Dakota, Nebraska, Virginia, Alabama, Mississippi, Louisiana, Montana, and Caitferă are based on current telegraphic reports from State offices. Similar data for individual counties in these States has been furnished the committee. Data for all other States are based on reports made prior to November 1949, and therefore may have changed since that time since the period for making obligātɔ, E3 against the appropriation had not expired at that time. All data are on a cash basis; that is, they are hosed on payments actually made and do not include obligations against the appropriation which had not beeti paid. The fact that unused balances exist does not indicate that any State had more funds than needed The credit value of practices carried out under the 1948 program greatly exceeded the available funds but it is impossible to utilize the full amount of funds available in any program which must be broken down to more than 3,000 counties and over 3,000,000 farmers without running the risk of over obligation. Any funds which are not used for direct payments are later used for conservation materials and services through Commodity Credit Corporation loans as authorized by sec. 391 (c) of the AAA of 1938.
