Treaty of establishment with Greece.

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA.

A PROCLAMATION.

WHEREAS a Treaty of Establishment between the United States of America and the Kingdom of Greece was concluded and signed by their respective Plenipotentiaries at Athens, on the twenty-first day of November, one thousand nine hundred and thirty-six, the original of which Treaty, being in the English and Greek languages is word for word as follows:

TREATY OF ESTABLISHMENT BETWEEN THE UNITED STATES OF
AMERICA AND THE KINGDOM OF GREECE

The United States of America and the Kingdom of Greece, being desirous of prescribing the conditions under which the nationals, corporations and associations of each country may settle and carry on business in the territory of the other country have decided to conclude a treaty for that purpose and have appointed their plenipotentiaries; The President of the United States of America His Excellency Mr. Lincoln Mac Veagh, Envoy Extraordinary and Minister Plenipotentiary at Athens;

His Majesty the King of the Hellenes His Excellency Mr. Nicolas Mavroudis, Permanent Under Secretary of State for Foreign Affairs; who, having communicated to each other their respective full powers, found to be in good and due form, have agreed upon the following provisions:

ARTICLE I

The nationals, limited liability and other corporations and associations of the United States of America and Greece respectively, shall receive in the territories of the other country treatment with respect to entry, establishment and residence which shall be, in all respects, no less favorable than the treatment which is or shall be accorded to nationals, corporations or associations of the most favored third country.

Nothing in this Treaty shall be construed to affect existing statutes or regulations of either of the High Contracting Parties in relation to the immigration of aliens or the right of either Party to enact such statutes.

ARTICLE II

The present Treaty shall be ratified, and the ratifications thereof shall be exchanged at Athens as soon as possible.

It shall take effect on the day of the exchange of ratifications and shall remain in force for three years. After this date it shall remain in force until the expiration of twelve months from the day on which notice of its termination shall have been given by either High Contracting Party to the other Party.

IN WITNESS WHEREOF, the respective Plenipotentiaries have signed the present Treaty and have affixed their seals thereto.

DONE in duplicate in the English and Greek languages, both authentic, at Athens this 21st day of November one thousand nine hundred and thirty-six.

ΚΑΙ ΤΟΥ ΒΑΣΙΛΕΙΟΥ ΤΗΣ ΕΛΛΑΔΟΣ

Αἱ Ηνωμέναι Πολιτείαι τῆς ̓Αμερικῆς καί τό Βασίλειον τῆς Ἑλλάδος, ἐν τῇ ἐπιθυμίᾳ ὅπως καθορίσωσι τούς ὅρους ὑπό τούς ὁποίους οἱ πολῖται, ἑταιρεῖαι καί συνεταιρισμοί ἑκάστης χώρας θά δύνανται νά ἐγκατασταθῶσι καί διεξάγωσι τάς ἐπιχειρήσεις των ἐν τῷ ἐδάφει τῆς ἑτέρας, ἀπεφάσισαν πρός τόν σκοπόν τοῦτον τήν σύναψιν συνθήκης καί διώρισαν τούς πληρεξουσίους αὐτῶν ὡς ἕπεται: Ο Πρόεδρος των Ηνωμένων Πολιτειῶν τῆς ̓Αμερικῆς Τήν Αὐτοῦ Εξοχότητα τόν Κύριον Lincoln Mac Veagh, "Εκτακτον ̓Απεσταλμένον καί Πληρεξούσιον Υπουργόν ἐν ̓Αθήναις.

Ἡ Αὐτοῦ Μεγαλειότης ὁ Βασιλεύς τῶν Ἑλλήνων Τήν Αὐτοῦ Ἐξοχότητα τόν Κύριον Νικόλαον Μαυρουδήν, Μόνιμον ἐπί τῶν Ἐξωτερικῶν Υφυπουργόν οἵτινες, ἀνακοινώσαντες πρός ἀλλήλους τά οἰκεῖα αὐτῶν πληρεξούσια, εὗρον ταῦτα καλῶς ἔχοντα καί συνεφώνησαν ἐπί τῶν ἑπομένων:

Αρθρον 1.

Οἱ πολῖται, ἀνώνυμοι εταιρεῖαι καί λοιπαί ἑταιρεῖαι καί συνεταιρισμοί τῶν Ηνωμένων Πολιτειῶν τῆς ̓Αμερικῆς καί τῆς ̔Ελλάδος θά ἀπολαμβάνωσιν ἐν τοῖς ἐδάφοις τῆς ἑτέρας χώρας ὡς πρός τήν εἴσοδον, ἐγκατάστασιν καί διαμονήν των μεταχειρίσεως ἀπό πάσης ἀπόψεως οὐχί ὀλιγώτερον εὐνοϊκῆς τῆς παρεχο μένης ἢ παρασχεθησομένης μεταχειρίσεως πρός τούς πολίτας, ἑταιρείας ἢ συνεταιρισμούς τοῦ μᾶλλον εὐνοουμένου τρίτου κράτους.

Η παρούσα Συνθήκη κατ ̓ οὐδέν θέλει μεταβάλει τούς ἐν ἰσχύϊ νόμους και κανονισμούς ἑκατέρου τῶν ὑψηλών Συμβαλλομένων Μερών σχετικῶς πρός τήν μετανάστευσιν ἀλλοδαπῶν οὐδέ θέλει παρεμποδίσει το δικαίωμα ἑκατέρου Μέρους ὅπως θέσῃ ἐν ἰσχύϊ τοιούτους νόμους.

*Αρθρον 2.

Η παροῦσα Συνθήκη θέλει κυρωθῇ, αἱ δέ ἐπικυρώσεις ταύτης θά ἀνταλλαγῶσιν ἐν ̓Αθήναις ὅσον οἷον τε ταχύτερον.

θέλει ἰσχύσει ἀπό τῆς ἡμέρας τῆς ἀνταλλαγῆς τῶν ἐπικυρώσεων και παραμείνει ἐν ἰσχύϊ ἐπί τριετίαν. Μετά δέ τήν πάροδον ταύτης θά παραμείνῃ ἐν ἰσχύϊ μέχρι τῆς παρελεύσεως δώδεκα μηνῶν ἀπό τῆς ἡμέρας καθ ̓ ἣν ἑκάτερον τῶν Ὑψηλών Συμβαλλομένων Μερῶν θέλει εἰδοποιήσει τό ἕτερον περί τοῦ τερματισμού της.

Εγένετο εἰς διπλοῦν εἰς τήν ̓Αγγλικήν καί Ελληνικήν, ἀμφοτέρων θεω ρουμένων ὡς ἐν πρωτοτύπῳ ἐν ̓Αθήναις τῇ 21ῃ τοῦ μηνός Νοεμβρίου τοῦ χιλιοστοῦ ἐννεακοσιοστοῦ τριακοστοῦ ἔκτου ἔτους.—

AND WHEREAS the said treaty has been duly ratified on both parts, and the ratifications of the two Governments were exchanged in the city of Athens, on the twenty-second day of October, one thousand nine hundred and thirty-seven;

Now, THEREFORE, be it known that I, Franklin D. Roosevelt, President of the United States of America, have caused the said treaty to be made public, to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof.

IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the Seal of the United States of America to be affixed.

WHEREAS & Convention for the unification of certain rules relating to bills of lading for the carriage of goods by sea and a protocol of signature thereto, dated and opened for signature at Brussels on August 25, 1924, were signed on various dates thereafter by the respective plenipotentiaries of the United States of America, Germany, Belgium, Chile, Spain, Estonia, France, Great Britain and Northern Ireland, with a reservation, Hungary, Italy, Japan (the convention only), with reservations, Poland and the Free City of Danzig, Rumania and the Kingdom of the Serbs, Croats and Slovenes (Yugoslavia), the originals of which convention and protocol of signature in the French language are word for word as follows:
