11 STATE OF MISSISSIPPI CHAPTER 398. HOUSE BILL NO. 715. AN ACT authorizing and empowering the mayor and board of aldermen of Durant, Holmes county, Mississippi, in their discretion, to transfer from the electrict light fund to the bond and coupon fund of said town, the sum of five thousand dollars, or as much thereof as they may deem necessary. Transfer from light fund to bond and coupon fund. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the mayor and board of aldermen of the town of Durant, Holmes County, Mississippi, be and they are hereby authorized and empowered, in their discretion, to transfer from the electric light fund of said town to the bond and coupon fund of said town, the sum of five thousand dollars or as much thereof as they may deem necessary, said sum not being needed for electric light fund purposes. Sec. 2. That this act be in force and take effect from and after its passage. Approved April 1, 1924. CHAPTER 399. HOUSE BILL No. 764. AN ACT to authorize the mayor and board of aldermen of the town of Duck Hill to transfer $2,662.68 school bond fund which existed prior to the creation of a special school district to general town fund. Transfer from school bond fund to general town fund. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the mayor and board of aldermen of the town of Duck Hill are hereby authorized to transfer $2,662.68 school bond funds to the general town fund of said town, which said fund existed prior to the organization of a special school district therein. Sec. 2. That this act take effect and be in force from and after its passage. 12 LOCAL AND PRIVATE LAWS CHAPTER 400. HOUSE BILL NO. 983. AN ACT authorizing the city of Greenville, Mississippi, to issue bonds for the purpose of procuring the Delta State Teachers' College. Greenville may issue bonds to secure Delta State Teachers College. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the city of Greenville, Mississippi, be and it is hereby authorized and empowered, to issue bonds of said town up to and including the amount of one hundred and fifty thousand doliars ($150,000.00) or so much thereof as may be authorized by a majority of the qualifed electors thereof at an election to be held for that purpose, to aid in the procuring, the establishment, and location of the Delta Teachers' College. Said bonds shall be issued in all accordance with Sections 3416, 3419, and 3420 of the Code of 1906, and acts amendatory thereto, and chapter 206 of the 1920 laws of Mississippi, and acts amendatory thereto, but shall not be included in computing any limit which is now placed by law on the amount of bonds to be issued by said town. A majority of the votes cast in said election shall determine the result; if a majority of those voting in an election held for that purpose shall cast their vote for the said bond issue, then the bonds shall be issued in the amount authorized in said election. The proceeds of the sale of said bonds shall be used for the purchase of land, or erecting a building, or buildings, or in any other way to aid in the location of the Delta Teachers' College. Bonds to be issued as all other municipal bonds are issued. Sec. 2. That the bonds issued under this act shall be issued as all other municipal bonds are required to be issued. Sec. 3. That this act shall take effect and be in force from and after its passage. Approved April 8, 1924. CHAPTER 401. HOUSE BILL No. 507. AN ACT authorizing the city of Greenwood, to make donation for remodeling, repairing or erecting buildings for the King's Daughters Hospital at Greenwood. Greenwood may donate to King's Daughters Hospital. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the board of mayor and council of the city of Greenwood, Mississippi, is hereby authorized, in their discretion, to donate to the King's Daughters Hospital at Greenwood, Leflore county, Mississippi, the sum of ten thousand dollars, or so much thereof as they may deem necessary, to be used in the erection of buildings of said hospital and for the purpose of remodeling or repairing buildings now standing and for the purpose of making additions to buildings now used for said hospital. Sec. 2. That this act does not repeal or supersede any acts now in force regarding aid for said hospital but is cumulative thereto. Sec. 3. That this act shall take effect and be in force from and after its passage. Approved March 13, 1924. CHAPTER 402. SENATE BILL No. 552. AN ACT to authorize the city of Greenwood to pay the Greenwood Bank & Trust Company, the sum of $475.00, for money advanced the trustees to pay S. L. McGinnis, contractor, for work done in finishing the construction of the North Greenwood High School. To pay Greenwood Bank & Trust Company for money advanced trustees of North Greenwood High School building. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the commissioners of the city of Greenwood, are hereby authorized, in their discretion, to pay to the Greenwood Bank & Trust Company, of Greenwood, Mississippi, the sum of four hundred and seventy-five dollars ($475.00), for money advanced by said bank to the trustees of the North Greenwood High School, for the purpose of paying S. L. McGinnis, contractor, for work done by order of said trustees in finishing the construction of the North Greenwood High School, and for which said trustees of said school executed to the said bank a note. Sec. 2. That this act take effect and be in force from and after its passage. Approved April 10, 1924. CHAPTER 403. HOUSE BILL No. 509. AN ACT authorizing the city of Greenwood to contribute to the support and maintenance of the King's Daughters Hospital of Greenwood. Greenwood may contribute to support of Kings Daughters Hospital. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the city of Greenwood, Leflore county, Mississippi be empowered, in their discretion, to appropriate the sum of fifty dollars per month for the support and maintenance of the King's Daughters Hospital at Greenwood, in addition to the support now authorized by law. Sec. 2. That this act shall take effect from and after its passage. 14 LOCAL AND PRIVATE LAWS CHAPTER 404. HOUSE BILL No. 673. AN ACT to authorize the city of Gulfport, through its mayor and board of commissioners in their discretion, to appropriate the sum of two thousand five hundred dollars ($2,500.00) for the maintenance and dredging of the harbor of Gulfport. Gulfport may appropriate for dredging harbor. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the mayor and board of commissioners of the city of Gulfport, Mississippi be and they are hereby authorized, in their discretion, to appropriate and expend the sum of two thousand five hundred dollars ($2,500.00) for the maintenance of the harbor and channel of the port of Gulfport. Said money to be expended under the port or pilot commission of the city of Gulfport. Sec. 2. That this act take affect and be in force from and after its passage. Approved March 26, 1924. CHAPTER 405. HOUSE BILL NO. 71. AN ACT authorizing the city of Gulfport, Mississippi, to borrow a sum of money not exceeding twenty thousand dollars ($20,000.00) for the purpose of paying a deficit in maintaining the public schools in said city occasioned on account of failure to make the necessary levy, and to issue its certificates of indebtedness for the same. Gulfport to borrow to pay deficit in school fund. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the mayor and board of commissioners of the city of Gulfport, Mississippi, be and are hereby authorized and empowered to borrow a sum of money not exceeding twenty thousand dollars ($20,000.00) for the purpose of paying a deficit incurred in maintaining the public schools in said city for the year 1923-1924, said deficit having been occasioned on account of failure to make the necessary levy sufficient to maintain and meet the needs of said schools, and to issue certificates of indebtedness signed by the mayor and clerk of said board, evidencing such loan. Certificates-How issued and payable. Sec. 2. That said certificates of indebtedness shall be issued in such denominations as may be desirable, and shall be payable in three approximately equal payments on the first day of March of each succeding year for three years, interest payable annually on 15 Special tax levy to pay. STATE OF MISSISSIPPI Sec. 3. That there shall be levied annually on all of the taxable property in said city, a tax sufficient to pay the interest on said certificates of indebtedness and to redeem them as they shall become due. Additional to other authorization to borrow. That the rights herein conferred shall be in addition to any other powers to borrow money given the mayor and board of commissioners of the city of Gulfport, Mississippi, to borrow money, either under special or general acts of the legislature, and it shall not be necessary to hold an election on the question of the issuance of the certificates herein provided for or to publish notice of such purpose. Notice of intent to borow money shall be given for three weeks. Provided, however, that no indebtedness shall be incurred under the provisions of this act until 21 days notice of the intent of the board so to do shall have been published in a newspaper with a general circulation in the county, city or district wherein the indebtedness is to be incurred; and if in the meantime, a petition is filed with the board signed by 20 per cent of the qualified electors of the county or district affected thereby, protesting against the project, then no such proposed indebtedness shall be incurred until submitted to and ratified by a majority of the qualified electors voting in said election of the county, or district affected thereby. Sec. 5. That this act take effect and be in force from and after its passage. Approved February 13, 1924. CHAPTER 406. SENATE BILL NO. 270. AN ACT to authorize the board of trustees of the public schools of the city of Hattiesburg to transfer a sum of money not to exceed the sum of $5,000.00 from the general city school fund to a special fund to be used in furnishing and equipping a cafeteria in the high school of the city of Hattiesburg. Hattiesburg to transfer certain school funds. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the trustees of the city schools of Hattiesburg, Mississippi, be and they are hereby authorized, in their discretion, to transfer from the general current funds of the city of Hatties |
