FOREWORD

This manual is a revision of one prepared and published by a committee of district judges as an aid to the commissioner in the performance of his official duties in criminal cases. The original edition was endorsed by the Judicial Conference of the United States as stating not necessarily the only procedure which is legal, but a sound procedure and in matters in which the commissioner has some choice, a procedure which represents the better practice. This revision incorporates changes necessitated by the Federal Rules of Criminal Procedure which became effective in March 1946, and recently enacted legislation affecting United States Commissioners. It will be understood that the procedure recommended herein will be subject to further modifications from time to time as the result of future legislation, judicial decisions, or rules which may be promulgated by the Supreme Court.
