This is in response to the request from your

Subcommittee staff for justification of the Joint Committee
on Taxation's fiscal year 1988 budget request.

The following is the Joint Committee's budget estimate for FY 88, as submitted to the Clerk of the House on September 30, 1986:

The Joint Committee's fiscal 1988 budget request is
$4,462,000.00, comprised of $3,700,000.00 for personnel and
$762,000.00 for nonpersonnel costs. This is a $303,000.00
increase over the fiscal 1987 budget authorization.

$300,000.00 of this increase is for personnel and $3,000.00
is for nonpersonnel costs.

The $300,000.00 increase in personnel costs is
attributable to the addition of two new staff positions at a

The $3,000.00 increase in non-personnel funding reflects increases of $500.00 for travel expenses, $500.00 for telecommunication expenses, and $2,000.00 for miscellaneous expenses. The attached table shows a comparison of the budget estimates for non-personnel costs for FY 87 and FY 88.

The Joint Committee also requests a supplemental FY 1987 appropriation of $77,000.00 to finance the January 1, 1987 cost of living increase in federal salaries.

At this time we do not foresee additional program needs

for the four fiscal years following FY 1988.
