FOREWORD

This volume consists of an index, a bibliography, and a listing of acronyms for the four volumes of the report of the Commission on Government Procurement. It was prepared to facilitate use of the report.

It would have been desirable to include the material in this volume in the Commission report. However, to do so would have caused an unacceptable delay in the availability of the printed report, which was distributed in March 1973.

There are seven parts to the index, as shown in the table of contents. All parts of the index are coded to the volume and page for each entry; for example, 1-22 indicates the entry can be found in volume 1, page 22. The subject index identifies the primary location of the entries with cross references to related entries, where appropriate; it does not in every case contain all the pages where an entry appears. The index of recommendations contains both the text and the location of each recommendation in the Commission report.

The bibliography lists the principal procurement regulations; Government publications frequently consulted; commercial publications to which the Commission subscribed, and many significant documents used in preparing the Commission report.

During the period of the report preparation, the Commission library identified over 10,000

pieces of material for use by the Commissioners, the staff, and the study groups. Additionally, thousands of laws, Congressional hearings and reports, Comptroller General reports and decisions, and decisions of boards of contract appeals and the Court of Claims, as well as countless regulations, were referred to by the study participants. It was not practical to include all the materials consulted; therefore, only those materials considered of general or enduring interest are cited.

Reference copies of the study group and special reports listed in the bibliography are available in the Commission's library. Interested persons may contact the Federal Supply Service, General Services Administration (GSA), Washington, D. C. 20406 for information regarding location and hours of the library.

A reference document, Preliminary Compilation of Laws Pertaining to Government Procurement, Office of the General Counsel, Commission on Government Procurement, October 1970, is cited in the bibliography. It consists of the sections of the U.S. Code (1964 ed.) pertaining to Government procurement, as modified by Supplement V and the Public Laws through August 19, 1970. Specific citations of the U.S. Code and Public Laws are included in the index.

The list of acronyms is a compilation of those used in the Commission report.
