AGING TRAINING GRANTS (Assistance to Older Persons)

Social and Rehabilitation Service

Department of Health, Education, and Welfare

Project grants for training personnel to assist older persons in maintaining their independence and coping with problems of aging. Grants or contracts are awarded to public or private agencies engaged in activities relating to serving the needs of older people, or in the field of aging.

SPECIAL COMMENTS

Obligations for fiscal year 1970 were $2.6 million; for fiscal year 1971-$3 million (estimate); fiscal year 1972-$1.8 million. PROGRAM LITERATURE

Project grants to provide direct service to alcoholics and their

families.

Funds may be used for training, community educational activities, support for group meeting facilities, and partial support of halfway houses.

ELIGIBILITY

Any public or nonprofit agency. Community Action Agency (CAA).

Applicant must show need for program and support by residents of community.

APPLICATION PROCESS

Funding request must be completed in line with OEO guidelines (6136-1) and OEO instructions (6710-1).

Formula grants to States for child welfare services.

Grants may be used for (1) personnel to provide protective services, (2) licensing of private child-care institutions, (3) assistance with costs of foster care, day care, homemaker services, and adoptive placement.

ELIGIBILITY

State public welfare agencies.

APPLICATION PROCESS

Grants to States in accordance with State plan.

SPECIAL COMMENTS

Grants to States are on a variable matching formula, taking into account child population and per capita income.

Obligations for fiscal year 1970 were $45.9 million; fiscal year 1971-$46 million (estimate); fiscal year 1972 $46 million (estimate).

Project grants for antipoverty operations.

Funds may be used for (1) administrative costs of community action agencies, (2) nonprogram staff activities, and (3) neighborhood centers in target areas.

ELIGIBILITY

Community action agency designated by the State, political subdivision of the State, or combination of political subdivisions or Indian tribal organizations.

Public or private nonprofit agency may receive financial assistance for a limited purpose project.

APPLICATION PROCESS

CAA's (community action agencies) and SEOO's (State economic opportunity office) submit plans and priorities documents outlined in ŎEO instruction 6710-1.

SPECIAL COMMENTS

Matching requirements: general rule is 75 percent Federal con-
tribution.

Communities with low per capita income (under $1,000 per
year) may receive up to 90 percent Federal contribution.
No applications for new CAA's are being accepted.
