Water Quality

• WATER QUALITY PLANNING (River Basin Grants)

ASSISTANCE AVAILABLE

Project grants for payment of administrative costs directly related to development of a comprehensive plan for water quality control in river basins, or parts of river basins.

ELIGIBILITY

Governor of State, who designates the recipient agency. APPLICATION PROCESS

Coordination with local governments affected, State agencies in water pollution and related fields, other Federal agencies, and with appropriate international agencies.

The application form, FWPCA Form 147 (8-67) must be accompanied by letters from the Governor making the actual request for a grant and designating the recipient agency as the official planning agency. All clearinghouse information required by Bureau of the Budget Circular No. A-95 must accompany the application.

Payments directly to blind persons for food, shelter, clothing, and other necessary items of daily living.

Individuals must apply through local welfare agency (sometimes called social service agency).

SPECIAL COMMENTS

Federal program provides financial help to the States for the payments to the blind. Formula grants, based on State estimates of requirements.

Payments vary by States-range from $1,746 to $12 million for 1970. National average was $1 million.

Obligations for fiscal year 1970 were $56.2 million; fiscal year 1971-$62.5 million (estimate); fiscal year 1972-$65.4 million (estimate).
