ELIGIBILITY Governor of State, who designates the recipient agency. APPLICATION PROCESS Coordination with local governments affected, State agencies in water pollution and related fields, other Federal agencies, and with appropriate international agencies. The application form, FWPCA Form 147 (8-67) must be accompanied by letters from the Governor making the actual request for a grant and designating the recipient agency as the official planning agency. Formula grants, based on State estimates of requirements. Payments vary by States-range from $1,746 to $12 million for 1970. National average was $1 million.
