• COMMODITY DISTRIBUTION

Distribution of free food to qualifying (1) households, (2) individuals, (3) schools, (4) day-care centers, (5) summer camps for children, (6) charitable institutions, and (7) other eligible outlets. Food is processed, packaged, and shipped to points within States. State agencies are responsible for distribution to counties and cities— which, in turn, distribute food to needy households and individuals. State agency distributes commodities directly to schools, day-care centers, summer camps for children, and charitable institutions. Financial assistance is available to States for improving and expanding the commodity distribution programs for households.

In areas having the program, families are certified by local welfare agency. Eligibility is based on State standards.

Special services and project grants to counteract conditions of starvation or malnutrition among the poor.

Funds may be used for: (1) Developing food assistance programs in counties without existing programs, (2) expanding existing programs, (3) outreach services, such as transportation, (4) medical treatment for conditions related to malnutrition, and (5) nutrition and consumer education programs.

ELIGIBILITY

Community action agency, or any public or private nonprofit organization.

APPLICATION PROCESS

Submit application to OEO regional office (see appendix for locations), or to Headquarters Office.

Application must conform to OEO Instruction 6710-1. SPECIAL COMMENTS

Obligations for fiscal year 1971 were $48.9 million; for fiscal year 1972-$3.5 million (estimate).

FOOD STAMPS

Distribution of food stamps to low-income families to increase their financial capability for food purchases at retail stores.

Local communities make application to participate in the program through State agency responsible for federally aided public assistance. Families are certified by local welfare agencies. Eligibility is determined by State standards based on family income, family size, and level of liquid assets.
