Food is processed, packaged, and shipped to points within States. State agencies are responsible for distribution to counties and cities— which, in turn, distribute food to needy households and individuals. State agency distributes commodities directly to schools, day-care centers, summer camps for children, and charitable institutions. Financial assistance is available to States for improving and expanding the commodity distribution programs for households.
