Streets LOANS AND GRANTS FOR PUBLIC FACILITIES (DEPRESSED AREAS) Economic Development Administration Department of Commerce 317 Grants and loans are available for construction or improvement of access streets or roads, if they are essential for economic development that will increase employment in depressed areas. FOR MORE DETAILS See "Buildings and Facilities," page 179 this section. • LOANS FOR PUBLIC FACILITIES Community Development Department of Housing and Urban Development Direct loans and repayable advances for construction of streets and necessary land acquisition, if credit is not otherwise available on reasonable terms. Priority is given to applications of smaller communities. FOR MORE DETAILS See "Buildings and Facilities," page 180 this section. 318 Streets STREET IMPROVEMENT, TRAFFIC OPERATIONS Federal Highway Administration Department of Transportation ASSISTANCE AVAILABLE Formula grants to make street improvements of a type that will directly facilitate and control traffic flow-such as channelization at intersections, additional lanes, traffic signal systems, vehicular and pedestrian grade separation to relieve bottlenecks. ELIGIBILITY Areas larger than 5,000 population. State highway departments and local officials cooperate in development of an areawide plan, and selection of a network of streets for which a project will be identified. APPLICATION PROCESS State highway department selects projects jointly with county and local officials. State highway department submits programs of desired projects to the State-level office of the Bureau of Public Roads. SPECIAL COMMENTS Normal Federal share is limited to 50 percent.
