FISH AND FISHING

Project grants for acquisition and development of public outdoor recreation areas for which other Federal financing is not available. Projects may vary from bicycle paths to hiking trails, from roadside picnic stops to swimming pool complexes, and from inner city miniparks to marinas or snow ski areas. Facilities must be open to the general public and not generally limited to special groups.

ELIGIBILITY

State agencies formally designated by the Governor to administer the State's land and water conservation fund program. Local (community or multicounty) outdoor recreation agencies may be the beneficiaries by establishing eligibility with State

agency.

APPLICATION PROCESS

Coordination with State and regional clearinghouses (Bureau of Budget Circular A-95).

Submit project proposals to Bureau of Outdoor Recreation through State liaison officer designated by Governor.

SPECIAL COMMENTS

Federal matching funds up to 50 percent of project cost. Obligations for land acquisition and development for fiscal year 1970 were $48.8 million; for fiscal year 1971-$98.5 million (estimate).

LEASES OR CONCESSIONS ON PUBLIC LAND

Public bodies, nonprofit organizations, private individuals, or private business organizations may obtain leases or concessions to operate outdoor recreation facilities and services on federally owned land.

(These activities may include swimming pools; hiking trails; lakes and ponds for boating, fishing, and swimming; picnic grounds; shooting preserves; tourist attractions; food services; lodging; etc.)

Project grants to help communities acquire and develop land as permanent open space.

To help provide needed park, recreation, conservation, scenic, and historic areas.

Funds may be used for acquiring land and certain structures, demolition of inappropriate structures, and real estate services. Improvement costs include basic facilities such as roadways, signs, landscaping, etc. Major construction such as swimming pools and marinas are not included.

Acquisition and development must conform with local and areawide comprehensive planning.

Grants for improvement and development are available only for land acquired under this program.

ELIGIBILITY

State and local public bodies with authority to acquire and preserve open space, and to contract for Federal funds.

APPLICATION PROCESS

Coordination with State office of clearinghouse services, with local agency responsible for comprehensive planning, and with areawide agency responsible for comprehensive planning. Make application to regional office of Department of Housing and Urban Development.

SPECIAL COMMENTS

Federal matching funds up to 50 percent of project cost. Obligations for fiscal year 1970 were $75.1 million; for fiscal year 1971-$75.1 million; fiscal year 1972 $200 million (estimated).
