To eliminate blight in urban areas through surveys, planning, land acquisition and clearing, rehabilitation of existing structures. Program also covers public improvements such as streets and sidewalks, utilities, incidental recreation areas, flood protection, and the preservation of historic sites. Tenants must be involved in plans for the rehabilitation of the project. Rehabilitation grants and direct 3-percent rehabilitation loans are available to eligible owners and tenants of property in the area. ELIGIBILITY Local public agencies. Can be a local or county renewal agency or housing authority; or a local or county department of government. Local governing body must enact a resolution approving the urban renewal project. Locality must adopt a workable program for community improvement certified by the Secretary of Housing and Urban Development. SPECIAL COMMENTS Grants for fiscal year 1970 were $58 million; fiscal year 1971$589 million (estimate); fiscal year 1972-$400 million (estimate).
