ASSISTANCE AVAILABLE

Airports and Airways

Project grants, advisory services and counseling, provision of specialized services.

Grants can be used for: (1) land acquisition, (2) site preparation, (3) construction, alteration, and repair of runways, taxiways, aprons, and roads within airport boundaries, and (4) construction and installation of lighting utilities and certain other offisite work.

Airport planning assistance and engineering advisory services.

ELIGIBILITY

State, county, municipal, and other public agencies, if airport requirements are shown in national airport plan.

APPLICATION PROCESS

Sponsors must submit information establishing financial capability and legal authority to accomplish the project and operate the airport.

Submit FAA Form 5100-3, Request for Aid to Federal Aviation Administration area office.

SPECIAL COMMENTS

Grants are usually 50 percent Federal, and 50 percent matching funds by local public authority.

Obligations for 1971-$170 million (estimate); fiscal year 1972 $205 million (estimate).

State or local public bodies may be able to obtain land for an airport through donation, lease, sale, or land exchange.

Private business firms may be able to obtain land for an airport by lease, purchase, or land exchange.

Federal agencies making such arrangements are:

-General Services Administration (donation, exchange, lease,
or sale).

-Bureau of Land Management (lease or sale).
-Forest Service (exchange).

LOANS FOR PUBLIC FACILITIES

Community Planning and Management

Department of Housing and Urban Development

Direct loans and repayable advances for construction of needed public facilities (including airports) when credit is not otherwise available on reasonable terms.

Priority is given to small communities.

Applicants must have legal authority to build the airport and issue bonds to pay for it.

ELIGIBILITY

Air carrier holding a certificate authorizing the transportation of mail under Federal Aviation Act of 1958, as amended, section 406.

APPLICATION PROCESS

Petition by air carrier.

SPECIAL COMMENTS

Obligations for fiscal year 1969 were $42.8 million.
