ADMINISTRATIVE RESERVE

Mr. UMSTEAD. Admiral, who selected the appropriations and the objects thereunder from which amounts are being withheld from obligation, as indicated on the table just inserted in the record under the heading of "Administrative reserve?"

Admiral KIMMEL. Under the item of administrative reserve we were directed to set up an administrative reserve of a certain sum, and the Navy Department selected the appropriations from which the reserve would be set op.

Mr. UMSTEAD. Do you know whether or not the amount set up here as a reserve is a part of the sum of $208,000,000 which the President announced had been impounded of all Federal appropriations?

Admiral KIMMEL. These funds have never been impounded, sir. I do not know anything about the statement you have just referred to. Mr. UMSTEAD. Do you know whether or not these amounts being withheld will be released for expenditure during the present fiscal year?

Admiral KIMMEL. Some of them have already been released. How many more are going to be released I am unable to state right now. Mr. UMSTEAD. I suggest you insert a statement in the record of the releases thus far made, to follow the table that we have just had inserted.

Admiral KIMMEL. The material requested is included in the table following.

Mr. UMSTEAD. As to amounts which have not been released, will it be possible for you to furnish for the record a statement showing the objects under each appropriation from which appropriated funds will be withheld?

Admiral KIMMEL. As each bureau comes before you, they will have something to tell you about the administrative reserve as set up. Now, some of them have been released but they will tell you about that. I can give you what you want, though, I think.

Mr. UMSTEAD. Yes. It would serve our purpose better to have a consolidated statement.

Admiral KIMMEL. The consolidated statement follows:

Mr. UMSTEAD. I should like to have the record include at this point the table recapitulating emergency-relief funds made available to the Navy, to be followed by an itemization of the amount shown therein as having been allotted of the current emergency-relief appropriation.
