The budget plan provides federal support for construction, expansion, alteration, conversion, or rehabilitation of facilities necessary for proper development, training, operation, and maintenance of the Army National Guard to meet mobilization mission requirements.

Section 2

JUSTIFICATION OF FUNDS REQUESTED

Armory construction is required to provide adequate facilities for proper development, training, and operation of Army National Guard units. The estimate provides for construction of 20 armories at a federal cost of $16.15 million which supports 75% of the cost of the projects. The States contribute the land and the remaining 25% of the construction costs.

Nonarmory facilities are required to provide for proper maintenance, storage, supply and training of the Army National Guard. The estimate provides 100% federal support for the construction at a cost of $16.85 million. Included are 23 projects for State operated facilities for which the States are required to provide the land.

Minor construction provides for the construction of urgently required facilities of various types at a cost of $151 million in FY 83.

Planning requirements are for the cost of architectural and engineering fees for the armory and nonarmory projects and total $3 million in FY 83.
