Treasury's actions a. Treasury reduced Mint's request 4 times for a total of $2,270,000. b. Treasury increased Mint's request in 2 instances for a total of $558,000. c. Treasury approved the Mint's request in 5 instances. 2. Budget Bureau's actions a. Reduced Treasury's request 5 times for a total of $2,465,000. b. Approved Department's request in 6 instances. 3. House action a. Reduced the request 6 times for a total of $6,258,000. b. Approved the request 5 times. 4. Senate action a. Reduced below House-none. b. Increased above House-2 times for $679,000. c. Approved House amounts-9 times. 5. Appropriation act a. Final amount compared to President's Budget: (1) In five years the same; (2) In six years reduced by $5,808,000. In fiscal 1967, the Treasury and Mint cut back production program so that a savings of $5,107,000 was possible after enactment of the appropriation. This sum was transferred to IRS for use as pay act costs in lieu of a supplemental appropriation for that much. Supplementals During fiscal years 1957, 1958, and 1959, there were only two small supplementals-one for medals for $3,500 and one pay increase of $65,000. Since 1960, except for fiscal year 1962, supplemental funds were requested each year and in five of the years, two per year were requested. This is an area which has caused great concern in the management of the Mint. An analysis year by year is given below: Fiscal years 1960 and 1961 1. On July 24, 1959, the Mint requested supplemental funds in the amount of $300,000. This was enacted in same amount on September 28, 1959. 2. On February 23, 1960, the Mint requested a supplemental for 1961 in the amount of $600,000. The House cut this by $100,000 in June 1960. Final action was on July 14, 1960 in amount of $500,000. 3. On May 3, 1960, the Mint requested a supplemental for 1960 in the amount of $150,000, which was sent to the Congress on May 6 by BOB. On May 23, 1960, Treasury withdrew the request because of the lateness in the year and the pending 1961 supplemental. 4. On December 8, 1960, Mint requested $453,000 as a 1961 supplemental. The House reduced the request by $28,000 in March and final action on March 31, 1961 appropriated $425,000. Fiscal year 1962 No supplementals were requested. Fiscal years 1963 and 1964 1 1 1. On July 1, 1962, the Mint requested a supplemental of $750,000. The Treasury recommended the same amount. The Budget Bureau reduced the amount by $250,000 and sent it to the Congress on August 15, 1962. The House cut the amount by $50,000 on October 1, 1962. The Senate raised the amount to $502,500 on October 8, 1962. The bill died in Conference. |
