"Your Committee report the general condition of the Rite as improving, notwithstanding, in certain States, in which Masonry as a whole languishes, the Cryptic Rite is sorely depressed. From England and Wales we receive the sad intelligence of the death on April 5th, 1889, of Companion Rev. CANON PORTAL, M. A., Grand Master and the founder of the Rite in that jurisdiction. This Companion, a Mason of forty years standing, was eminent in the several Councils of the Order for many years, and his loss will be deeply deplored by Brethren and Companions throughout the Masonic world. The re-organization of the Grand Council of Mississippi, is noted with pleasure and a cordial welcome to the family of the Cryptic Rite extended her. The momentous question under discussion by the several Grand Councils is the claim of Illinois, that Royal and Select Masters made under the Chapter regime existing for several years in that jurisdiction, shall be received elsewhere as regular. This, general opinion is inclined to concede and even make of general application so far as relates to those who are, or may become affiliated with Councils subordinate to Grand Councils working independently of any other branch of Masonry, and the hope is expressed that the General Grand Council at its coming Triennial may so legislate."
