CHAPTER 5. SPACE PLANNING AND MANAGEMENT

PART 1. GENERAL INFORMATION

1. Introduction. This Chapter of the report is an account of the team's review and evaluation of selected processes in the Office of Space Planning and Management and its regional counterparts. The Chapter is organized as follows:

PART 1.

GENERAL INFORMATION provides a summary description

of the programs.

PART 2.

SPACE MANAGEMENT deals with the assignment, acquisition, and utilization processes.

PART 3. SPACE PLANNING covers the development of prospectus
projects.

PART 4. SITE ACQUISITION is devoted to the site acquisition
and related relocation assistance processes.

PART 5. COMMON AREAS handles documentation and issuances.

2. Mission. The Office of Space Planning and Management and its regional office counterparts are responsible for the planning, acquisition, assignment, and utilization of Government-owned and leased space for housing Federal agencies. This involves a dual role for GSA: service and control, that is to deliver space requested by Federal agencies and to assure economy in the use of that space.

3. Organization. The Assistant Commissioner for Space Planning and Management is responsible for directing the mission programs nationwide. To assist him in carrying out his functions, he has reporting directly to him an Administrative and Technical Services Staff which performs the usual administrative support functions; a Planning Division which develops planning policies and procedures, reviews all regional planning reports, prepares prospectuses for major projects, and prepares longrange space plans; a Program Support Division which handles environmental affairs; a Leasing Division which develops and administers policies and procedures for the acquisition of leasehold interests; a Space Management Division which develops and administers policies and procedures governing the assignment and utilization of space; and a Site and Relocation Division which develops and administers policies and procedures for the acquisition and management of sites, and for the provision of relocation assistance for the occupants of those sites.

In the regions, the assignment, lease acquisition, utilization, and site acquisition functions are carried out by a Space Management Division. Except in Region 3, the Space Management Division is composed of an Assignment and Utilization Branch, an Acquisition Branch, and an Administrative and Technical Services Branch. The Assignment and Utilization Branch assigns and reassigns space in Government-owned and leased buildings, and promotes the economic utilization of space. As required, the Assignment and Utilization Branch requests the Acquisition Branch to acquire additional leased space. Within the two branches the work is generally organized into teams responsible for set geographical areas. Site acquisition and relocation assistance functions are performed by the Acquisition Branch. The newly instituted Administrative and Technical Services Branch provides support to the division.

In Region 3, the Space Management Division performs the same functions as the other regions but is organized differently. The DelawarePennsylvania Branch, located in Philadelphia, PA, performs the assignment, utilization, and lease acquisition functions for those two states. The remainder of the division is located in Washington, D. C., where the assignment, utilization, and lease acquisition functions are performed by two branches: the Field Branch and the Metropolitan Washington Branch, each having responsibility for a geographic area. The Alterations Branch, working closely with the Repair and Alterations Division, processes alterations requests for leased buildings. There is also a Site Acquisition and Relocation Branch. As with the other regions there is an Administrative and Technical Services Staff.

A unique feature of the Field and the Metropolitan Washington Branches is that an individual realty specialist handles the assignment, utilization, and lease acquisition functions for each space request.

Another unique arrangement in Region 3 is that the office layout function, part of the assignment and utilization functions in the other nine regions, is the responsibility of the Special Projects Division. The Assistant Commissioner for Space Planning and Management does not favor this variation. It is his feeling that the assignment and layout functions are unseparable for effective performance.

The long range space planning function in the regions is performed by the Operational Planning Staff-an informal organization in the immediate office of the Regional PBS Commissioner. Regional variations are: in Region 3, the Planning Staff is formally recognized in the Organization Manual; in Region 4, the Operational Planning Staff performs the site investigation functions; and in Region 7, the repair and alterations functions are in the Operational Planning Staff.
