ever we have now included the agricultural lands in the over-all lease in order to obtain the benefit of the revenue from the agricultural lands which is about the only positive producing revenue to have that applied to maintenance of the base.

Now answering your other question, I do not believe that there are any bases comparable to this that the Navy actually has on a stand-by status because, just as happened in the case of Bunker Hill we closed down, we completely inactivated a number of stations and I think that the directive that went out at the time was that there was not one penny to be expended because of the appropriation situation, and I don't think that there has been any money expended on any of those stations.

Now as we, where we do take them back, there have been one or two I think that we have taken back we do have provisions for a bare minimum of maintenance.

Mr. BROWNSON. Do you have any idea of either the original purchase price or the valuation at the time of turn over, of the personal property that was turned over to the base for maintenance?

Mr. DUDLEY. No sir, the inventory we have would be purely an item inventory. We would have to go back to the records or the class of items in order to obtain the pricing on that. It could be done.

Mr. BROWNSON. How difficult would it be to get that?

Mr. DUDLEY. I think that perhaps putting it on a class basis in other words not trying to follow through the individual item by number out the general category of items that it perhaps would not be too big a problem.

Mr. BROWNSON. If that wouldn't be too difficult I think that would be a very interesting point. I realize some of this leasing does not come directly under the jurisdiction of this subcommittee or this committee. So long as we are so close to the specific problem and have developed so much of it and it is surplus property, 1 believe it would be helpful to other Members of Congress if we would follow through on that point for dollar valuation. I would like to ask that this valuation be put in the record, and also this typewritten statement. Mr. BONNER. I don't want to object to it going in but this is not a correct list of what was turned over to the Bunker Hill Corp. and if this were put in the record it might cause some confusion, I would rather see the actual

Mr. CURTIS. Mr. Chairman could I comment on that. That is an accurate inventory as of that time and that is the reason I would like to see it in. It will be helpful.

Mr. BONNER. Then we would have to require the Navy to explain each item taken out.

Mr. CURTIS. Not necessarily at all, it is obvious this is simply an inventory as of that date but it is helpful when we do get the final inventory of what was turned over. This gives us a little bit of an idea what might have been eliminated.

Mr. BONNER. I shall not object to it but I want the record to show that the chairman of this committee contacted the chairman of the Armed Services Committee of the House of Representatives and advised the chairman of the Armed Services Committee that this subcommittee would sit in Peru, Ind. to discuss this matter and that the question of the leasing of this base had come up, with respect to our

inquiry into surplus property. And that the chairman invited the chairman of the Armed Services Committee to send a member of his committee or a member of his staff to hear the discussion.

So this will be designated-before I give it a number I want to designate that is a contemplated memorandum of what would be left at the base, a memorandum contemplating what would be left at the base and not an accurate memorandum.

Mr. CURTIS. It is an inventory as of that date Mr. Bonner which is accurate but is not contemplated to be an inventory of what was left. Mr. BONNER. That is correct and then the Navy Department will at this point submit the statement showing what was actually left. (The memorandum referred to marked "Exhibit 39" follows:)

Mr. DUDLEY. The figures, the cost figures that have been requested and which we will attempt to supply there will of course represent original cost, new, and will not reflect the depreciated cost of the property.

Mr. BONNER. And will not show how long the items or articles were utilized and what utilization was given them by the Bunker Hill Corp.

Mr. DUDLEY. That is correct. It will not reflect the then value of the property.

Mr. BURNSIDE. One question here, Mr. Chairman: Can you find an accurate list as of the time it was turned over?

Mr. DUDLEY. I think we can find an accurate list at the time it was turned over.

Mr. BROWNSON. Mr. Chairman, I have this letter, of which I read the title, and neglected to ask that it be inserted in the record at that point in the testimony: I would like to so request at this time, (The letter referred to marked "Exhibit 40," follows:)

DEAR MAYOR: Reference is made to your letter of June 25, 1946, in which application is made for the use of the Bunker Hill Naval Air Base, Miami County, Ind., together with said equipment in connection therewith.

That application, having been approved by the Chief of Naval Operations and the Chief of the Bureau of Aeronautics, the Navy Department will make available to the city of Peru, effective as of July 10, 1946, the following buildings: 1, 2-E, 2-W, 3, 6, 7-E, 7-W, 8, 9, 10, 11, 13, 14, 17, 18, 20, 21, 23, 24, 28, 33, 38, 39, 40, 41, 42–1, 42-2, 43, 44, 45, 48-1, 48-2, 48-3, 48-4, 48-5, 49, 50, 51 52, 53, 3-A, 26-A, 27-A, 54, 56, 57, 58, 59-A, 59-B, 59-C, 60-A, 60-B, 60–C, 62, 63, 64, 65, 66, 67, 68, 71, 75, 76, and 78.

This property and equipment will be made available to the city by a lease under such terms and conditions as may be prescribed by this Bureau. It should be understood also that the issuance of the lease is subject to the approval of the United States Congress.

In the event the growth of grass in or around the presmises covered by this letter is likely to create a fire hazard the city of Peru is authorized to cut and remove the same upon the approval by the officer in charge of the Naval Air Station, Bunker Hill, Miami County, Ind.

Mr. HOFFMAN. Here is a statement, I think handed me by Mr. Harrah, which shows the activities, just briefly, of the Bunker Hill School of Aeronautics, the steps from 1946 to July 5 on down to July 19. If it isn't in, I would like to have it in, it might be helpful to put in the appendix. This other one as to the steps that must be taken to get in under the school.

Mr. BONNER. Now, who certifies to this?

Mr. HOFFMAN. I will if nobody else will.

I didn't do that myself, but I will get that from the record. You want Mr. Harrah sworn? We will have him sworn. Give it back to me.

Mr. BONNER. I haven't said it wouldn't go in the record. I just want to be careful with the record here, and I think you want to be careful with it.
