2.16.1

Open issues pertaining to the VAFB Launch Processing System Station Set are listed below. Resolution of these issues is planned during the integration contract.

a. The remaining VLPS procurements must be finalized for NASA incorporation into their vendor contracts. The agreed to date for data delivery to NASA is 1 September 1978.

b. The quantity and use of Type III consoles is to be based on an approved operations concept. This is driven by 2.1.4.1.

c.

The quantity and type of engineering terminals is complete for the software development phase, however, the need during the operational phase is not yet complete. The current estimate is that these will be available by relocating selected terminals originally used for software development.

Station Set V86, Utilities

Current Baseline

The Utilities Station Set primarily provides the STS Program at VAFB with electrical power from the existing VAFB power system as modified by the Utilities Station Set. The modifications provide a 69 KV loop transmission system through substation "B" on North VAFB and duplex 12.47 KV distribution feeders to the Orbiter processing area and to Building 8510. A similar loop is provided to South VAFB with duplex transformers at substation "N" and in addition power line to SLC-6 area for duplex service to V23 and V28. Implementation alterations will encompass relocation of power lines, addition of protections and disconnect circuitry to maximize system reliability and enable line disconnect in event of overload or circuit malfunction on one of two feeder circuits.

This station set also provides a sewage lift station, connections to
sewage systems and water for fire suppression for OMCF (V19), SDF
(V19A) and HMC (V21) at North Vandenberg.

Significant changes implemented in the Utilities Station Set (V86) during the FY 76/78 GSS contract are presented in Table 2.16.2.

a. Resolution of reliability requirements.

Station Set V88, Logistics (Supply and Maintenance)

Current Baseline

The Logistics Station Set provides material management and Line
Replaceable Unit (LRU) maintenance management for ground operations
of the STS at VAFB. Included within these parameters are material
acquisition and control, material warehousing, Logistics transporta-
tion, propellant and ordnance management and repair of selected items
of flight hardware and ground support equipment.

The Logistics Station Set uses facilities on North VAFB as the cen-
tralized area for material management and LRU maintenance activities.
This will provide warehousing for items designated for centralized
storage and provide the shops, laboratories, and equipment to accom-
plish the intermediate level LRU maintenance established by the
Logistics Support Analysis (LSA) and justified by the VAFB Optimum
Repair Level Analysis (ORLA). In addition, decentralized Material
Service Centers (MSCs) are required at South VAFB and at Port Hueneme
to provide easily accessible areas for supply support of the geographic
station sets. A Logistics Management Information System, interfacing
with NASA Ground Operations Material Management System, is used to
provide management visibility and program status of the "receipt
through launch" operations at VAFB and to the total Space Shuttle
Program.
