Construct a new aviation unit maintenance/intermediate maintenance (AVUM/AVIM) aircraft maintenance hangar and operations building. Hangar bays will include a 2 metric ton (4-ton) overhead traveling crane, an aqueous film-forming foam (AFFF) fire suppression system, and an interior wash rack in one bay. Adjacent operational space will provide maintenance shops, storage space, company operations offices, secure compartmented information facility (SCIF), armament storage and repair, flight operations, aircraft life support equipment area, storage, building information systems and fire protection. Hangar will be high-bay steel column with steel roof frame and metal walls. Construct a concrete pad with power hook ups for ten expandable deployable maintenance shelters adjacent to new hangar. Demolish buildings #3250 and #3258 and use space for 120 POV parking spaces. Construct aircraft parking apron and ground taxiway to existing helipad. Renovate building #3214 as a vehicle maintenance shop to include office space,

tool and prescribed load list (PLL) rooms, organizational vehicle parking for 12 vehicles and petroleum, oils and lubricants (POL) storage, and also provide unit supply area and unit medical a station. Construct storage building for internal aircraft fuel tanks. Install a sprinkler system in Building #3219 (Hangar #1) to serve as deployment storage. Supporting facilities include all utilities, access road, walks, curbs and gutters, storm drainage and other site improvements. Heating and ventilation will be provided for the aircraft and vehicle maintenance bays, shops, company operations and storage areas. Air conditioning will be provided by self-contained syste for SCIF, communications rooms and some shop areas. Air conditioning: 17.5 kW

11. Requirement: 5.544 m2 (59,660 sf) Substandard: 0 m2 PROJECT: Construct a forward station complex for a Special Operations Aviation Company (SOAC).

REQUIREMENT: Provide adequate facilities for the operation, training and maintenance of a forward stationed SOAC consisting of five MH-47G helicopters and 142 personnel. This unit wil provide SOF airlift capability for the European theater.

CURRENT SITUATION: Army MH-47G SOF aircraft are required to be operational in theater before FY 2006 to provide a SOF airlift capability to the theater commander. The installation lac suitable infrastructure to support these aircraft and personnel. Existing buildings require extensiv renovation and modifications.

IMPACT IF NOT PROVIDED: If this project is not provided, the lack of adequate facilities at th installation will prevent the forward stationing of MH-47G helicopters in theater.

ADDITIONAL: This project is not eligible for NATO infrastructure or other host nation funding Alternatives to new construction were considered to satisfy this requirement and no other options were determined to meet mission needs. Therefore, a formal economic analysis is not required. Construction for anti-terrorism/force protection measures will comply with UFC 4-010-01, DoD Minimum Anti-Terrorism Standards for Buildings, dated 31 July 2002.

JOINT USE CERTIFICATION: N/A. USSOCOM budgets only for those facilities specifically SOF use. Common support facilities are budgeted by the military departments. Reference Title Section 165.
