Construct a new primary school to replace three existing old and deteriorated schools. This reinforced concrete/steel facility will include pre-kindergarten, kindergarten, general purpose classrooms, art classroom, music classroom, computer labs, gymnasium, multipurpose room with stage and kitchen, specialists' rooms, information center, administrative offices, teacher work rooms, and supply/storage rooms. This school will incorporate advanced communication systems to support technology program requirements, as well as general communications. Supporting facilities will include utilities, parking, bus loading/unloading area, playgrounds, playfields, signage, fencing, landscaping, and security lighting. Demolition of existing structures will be required. These facilities shall be designed in accordance with DoDEA Educational Specifications, AT/FP standards, Americans with Disabilities Act Accessibility Guidelines, National Fire Protection Association Life Safety Code, Standards of Seismic Safety for Federally Owned Buildings, and energy conservation standards. REQUIREMENT: This project is required to construct a school facility for pre-kindergarten through second grades that are currently located in three separate, old and deteriorated elementary schools. The project will provide a modern facility with adequate classroom and support space in which a full service educational program can be provided, in accordance with DoDEA Educational Specifications. By consolidating common grade levels from the three existing schools, this project will allow for combined educational programs, shared administrative staff, and other efficiencies in functions and services. CURRENT SITUATION: Students in pre-kindergarten through second grade are currently being taught in three separate elementary schools: Russell, Berkeley Manor and Stone Street. The existing elementary schools do not meet DoDEA Educational Specifications, vary in age from 40 to 60 years, are deteriorated and have numerous structural and seismic deficiencies that make them unsafe for students. In addition, the existing schools do not meet AT/FP requirements. Current configuration of the schools and their surrounding housing areas results in the segregation of students into predominantly enlisted and officers' schools. The existing schools also include numerous dilapidated temporary facilities, including trailers and Quonset huts. IMPACT IF NOT PROVIDED: Continued use of inadequate educational facilities will have a detrimental impact on the educational program. Continued operation of three schools with three administrative staffs in lieu of one larger consolidated facility will result in higher operation and maintenance costs. The existing schools will continue to be in various locations on the base and will lack the continuity which a larger consolidated facility can offer. Segregated schools separating enlisted and officer's children will continue, creating the impression of favoritism. ADDITIONAL: This project is located on an enduring installation that will be retained for the foreseeable future. Sustainable principles will be integrated in the design, development and construction of the project in accordance with Executive Order 13123 and other applicable laws and executive orders. Energy conservation and environmentally safe measures will be incorporated in this project wherever feasible, practical or required by regulation. All known alternatives were considered during the development of this project. No other option could meet the mission requirements; therefore, no economic analysis was needed or performed.
