With regard to the fiscal year 1979 budget for the opnoorado Ro Low Commg Fre and the Majority Conference, Senator Byrd has indicated to me that the estimated amount should be the same as the 1978 amount plus an additional ten percent, with the understanding, of course, that this figure is not in any way binding.

As I understand it, our FY 78 budget of $626,750.00 will be increased by approximately $40,000.00 to reflect the 7.5% pay raise in October.

That increase, plus my estimates for salary and operational increases, would bring my approximation to $725,500.00.

If you have any questions, I would be pleased to discuss them with you.

AUTOMOBILES AND MAINTENANCE

The estimate for this appropriation includes funds to provide for the purchase, lease and maintenance for twenty-one vehicles for official use of officers and offices of the Senate. Fourteen vehicles are leased and seven are owned outright by the Senate. Drivers are provided for six of the vehicles and the positions are appropriated for in the funds under the jurisdiction of the Sergeant at Arms and Doorkeeper.

INQUIRIES AND INVESTIGATIONS

The estimate for this appropriation includes funds for Inquiries
and Investigations authorized by Senate resolutions for all funded
subcommittees of standing committees, special committees and select
committees. The appropriation contains $740,881 for the Investigations
Division of the Committee on Appropriations in the discharge of its
functions as provided by Senate Resolution 193, agreed to October 14,
1943. This was originally funded by Public Law 78-354 which authorized
$50,000 for fiscal year 1945. The increase to the current amount is
primarily the result of providing for the cost of living salary increases
over the 33 year period. This appropriation also funds the Special
Committee on Ethics, of which there is no limitations, under authority
of Senate Resolution 338, agreed to July 24, 1964, as amended.
