Calcutta rates provide for one port of loading, two port discharge with lightening at Madras or Vizagabatam.

Bombay rates provide for one port of loading to one port of discharge. Cochin-Madras rate provides for one port of loading to one port of discharge. Loading and trimming expenses for account of vessel-discharging expenses for account of charterer.

The above represent fair and reasonable voyage charter rates for the transportation of U.S. Government-sponsored commodities on U.S.-flag vessels moving in full cargo lots and do not apply to shipments for private account.

NOTE. The above rates contain no allowance for delays due to port congestion and shipowners and operators are warranted in requiring the following charter terms for the purpose of protecting the ship from the consequences of such delays:

"Notice of readiness to be served and laytime to commence 24 hours after arrival of vessel at discharge port, whether in berth or not. In event vessel is unable to proceed to inner harbor berth or other designated area enabling it to be properly tendered and/or obtain pratique as a result of port congestion or other condition beyond control of the vessel, the vessel will have been considered tendered upon arrival at outer harbor anchorage or other designated area where vessel is detained by local port authorities and laytime will commence 24 hours after arrival of vessel at such anchorage or other designated

area.

"Charterers to pay demurrage, if incurred, based upon a fair and reasonable time charter rate as established by the Maritime Administration. Despatch, if earned, to be paid at one-half the demmurage rate.

"Any costs for bagging and/or restowing of cargo required for leaving the vessel in seaworthy trim and stability to shift between discharge ports to be for charterers'-receivers' account and time used for such operation to count as discharge time."

Chittagong rates provide for one port of loading to one port of discharge with probability of vessel being required to lighten in the Karnaphuli River (Chittagong) to the controlling draft of 24 feet before proceeding to Chittagong. In that event add $1.50 per ton to Chittagong rates unless charterer agrees to accept expenses involved in that operation. For two port discharge ChittagongChalna add 50 cents per ton to Chittagong rates.

Karachi rates provide for one port of loading to one port of discharge. Loading and trimming expenses for account of vessel-discharging expenses for account of charterer.
