The Department of Health, Education, and Welfare was created by Reorganization Plan No. 1 of 1953, approved Apr. 1, 1953 (67 Stat. 18; 5 U. S. C. 623), which, effective Apr. 11, 1953, abolished the Federal Security Agency and transferred its functions to the new Department. 1 Recess appointment.
