Admiral HIRSCH. The next item is for military personnel, Marine Corps, and reflects the increase in BAQ.

Mr. THOMAS. $6.7 million.

Admiral HIRSCH. That is right. The Marine Corps has been unable to absorb any of its increase. As a matter of fact, there will be a serious funding problem in this appropriation for the remainder of the year because of increased costs and a buildup in strength. Mr. THOMAS. They were not able to absorb any of it?

Admiral HIRSCH. They were not, sir.

Mr. THOMAS. This is the total cost to the Marine Corps of the law? Admiral HIRSCH. That is correct. The next item is for the readjustment pay for Marine Corps Reserves involuntarily released from active duty.

Mr. THOMAS. $307,000 for lump-sum pay adjustments.
Admiral HIRSCH. Yes, lump-sum readjustment payments.

To provide $6,393,000 for the increased rates of basic allowance for quarters as set forth in Public Law 87-531 approved July 10, 1962. Public Law 87-531 increases the rates of BAQ for all members with dependents, and for members without dependents when Government quarters are not available. Basic allowance for quarters (Public Law 87-531), $6,393,000.

The revised estimates for officers and enlisted personnel are as follows:

To provide $307,000 for lump sum readjustment payments for involuntarily released reservists as set forth in Public Law 87-509 approved June 28, 1962. Public Law 87-509 increased the entitlement from one-half a month pay for each year of active duty to 2 months pay for each year of active duty, not to exceed 2 years pay or $15,000.

LUMP-SUM READJUSTMENT PAYMENTS

I call this separation pay. Let me read this language:

To provide $307,000 for lump-sum readjustment payments for involuntarily released reservists as set forth in Public Law 87-509 approved June 28, 1962. Public Law 87-509 increased the entitlement from one-half a month pay for each year of active duty to 2 months pay for each year of active duty, not to exceed 2 years pay or $15,000.

How firm is this figure?

Admiral HIRSCH. This is a firm figure. You will notice on page 6 that we have been able to fund a part of it. Of the total of $432,000 required, we have $125,000 available. This leaves an additional sum required of $307,000.

Mr. THOMAS. This figure was compiled in January. Have you changed your mind on involuntarily separating any of these? Admiral HIRSCH. No, sir, we have not.

Mr. THOMAS. This is only applied to officers. I have a total here of only 40, is that correct?

Admiral HIRSCH. This is right.

Mr. THOMAS. Is it still 40?

Admiral HIRSCH. Yes, sir.

Mr. THOMAS. You are sure about it? Have you checked this recently?

Admiral HIRSCH. It was as of a few days ago when I reviewed this with my staff.

Mr. THOMAS. Could you get by for a few hundred dollars less than this amount, Admiral, without upsetting the Navy? Can you absorb in this item, say a couple of hundred thousand dollars?

Admiral HIRSCH. No, sir. We cannot. We have had some very large unbudgeted requirements this year.

Mr. THOMAS. What is your next item?

JUSTIFICATION OF SUPPLEMENTAL ESTIMATE

This proposed supplemental appropriation is to provide funds to cover the increase in civilian classified employee pay rates in accordance with Public Law 87-793, approved October 11, 1962, and for the increase in per diem allowance for temporary duty travel of military personnel in accordance with Public Law 87-500, approved June 27, 1962.

The increase of $26.6 million for the civilian classified pay raise and $2.8 million for the military per diem allowance increase is shown by major activity as follows:

Mr. THOMAS. I have two items here. It looks like $2.8 million for travel of military personnel and $26.6 million for pay increases.

The proposed supplemental appropriation will provide funds to cover increase in the civilian classified employees pay rate and for the increased per diem. You have two items in one. Admiral HIRSCH. That is right.

CIVILIAN PAY INCREASE

Mr. THOMAS. Let's take the classified civilian pay raise. How much is that?

Admiral HIRSCH. For the Navy it is $26,639,000.

Mr. THOMAS. What did the entire pay raise cost you? How many employees are involved?

Admiral HIRSCH. The entire pay raise cost the Navy $41.8 million, of which we are absorbing $14.1 million.

Mr. THOMAS. How many employees are involved?

Admiral HIRSCH. For graded employees in this appropriation, the man-years

Mr. THOMAS. Not man-years, slots.

Admiral HIRSCH. End year 1963 is estimated to be

Mr. THOMAS. How many civilian jobs were appropriated for in fiscal year 1963?

Admiral HIRSCH. I can give you an end-year or a man-year figure right now. The man-year figure I think will give you the best gage for the total civilian manpower picture and I can supply for the record a figure on the total civilian jobs.
