chassis and semi-trailer chassis," in initial or secondary movents, in truckaway service, may be joined either with its authority to transport general commodities, with the usual exceptions, or with its "size-and-weight" authority. That applicant cannot is, we believe, the clear import of Belyea Truck Co. Extension-Litchfield Park, Ariz., 86 M.C.C. 101 (1961). In that decision it was found that the transportation, by the truckaway method, of 75-foot missile trailer chassis was in the province of neither the heavy hauler nor the general-commodities carrier whose authority excepts commodities requiring special equipment. The decision compared prior decisions such as Dealers Transit, Inc., Extension-Cheektowaga, 84 M.C.C. 446 (1961), and L. C. Jones Trucking Co. Extension-The Dakotas, 62 M.C.C. 539 (1954), finding the equipment and methods employed in such transportation lacking in sufficient specialization to warrant the services of a "size-and-weight" carrier, with those such as Ferris & Rossborough, Inc., Extension-Army Vehicles, 66 M.C.C. 95 (1955), finding similar transportation too specialized for the carrier of general freight. The apparent inconsistency in the two lines of cases was resolved by reference to Classification of Motor Carriers of Property, 2 M.C.C. 703 (1937), in which it was recognized that the class of service performed by both carriers of general freight and heavy haulers (then carriers of heavy machinery) differed from that rendered by carriers of motor vehicles, and that each conducted operations within a different field of service. The transportation of trailers, semitrailers, and trailer chassis and semitrailer chassis involves services which are specialized to such an extent that it constitutes a field of service which falls outside the scope of services rendered by carriers of general commodities or a carrier of "sizeand-weight" commodities. Accordingly, applicant may not lawfully join its authority contained in Certificate No. MC-73165 (Sub-No. 206) with either its general-commodities authority or its heavyhauler authority, and that portion of the application set forth in part A of the appendix hereto must be denied. Applicant should be familar with this interpretation since it is consistent with the decision in Eagle's Sub-No. 174 proceeding. See Ashworth Transfer, Inc., Ext.-15,000 Lb. Articles, 103 M.C.C. 404 (1966).

FINDINGS

On reconsideration, we find that the present and future public convenience and necessity require operation by applicant, in interstate or foreign commerce, as a common carrier by motor

vehicle, over irregular routes, of the service described in part B of the appendix hereto; that applicant is fit, willing, and able properly to perform such service and to conform to the requirements of the Interstate Commerce Act and the Commission's rules and regulations threunder; that this decision is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act of 1969; that a certificate authorizing such operations should be granted; and that the application in all other respects should be denied.

Upon compliance by applicant with the requirements of sections 215, 217, and 221(c) of the act, and with the Commission's rules and regulations thereunder, within the time specified in the order entered concurrently herein, an appropriate certificate will be issued.

An appropriate order will be entered.
