DATA ON CONSERVATION AREA, OR CONSERVATION SECTIONS OF PROJECT AREA M. PRESENT CHARACTER, CONDITION OF BUILDINGS, AND PROPOSED LAND USES (Arent shall be shown to nearest tenth of an acre. Section 2. Part I of Application for Loan and Grant

Part I of the Application for Loan and Grant (see Section 4-2-1) shall include the following:

PROJECT AREA REPORT

The Project Area Report (Checklist Code No. R 212) shall include: (1) Statement as to basis for any revisions in project boundaries from those shown in Survey and Planning Application.

(2) Map of project area and immediately surrounding area, showing: (a) Boundaries of project area.

(b) If the project involves both clearance and conservation, boundaries of sections of area proposed for each type of treatment.

(c) Number of buildings with deficiencies within each block (see Chapter 3-1) and, for each block within sections of area proposed for clearance, number of buildings structurally substandard to a degree requiring clearance and number warranting clearance to remove blighting influences (see Chapter 10-1).

(d) Approximate property lines and outline of each building. (e) Existing land use of each property, including designation of: (1) Land in public use, identifying each type of public use. (2) Each property within project area in mixed use, and predominant use of each such property.

(3) Each vacant parcel within project area determined to be residential in character.

(3) Project area data:

(a) Form H-6120, Summary of Project Data (Exhibit A). All data reported on Form H-6120 must be based on exterior inspections of each building and interior inspections of a sufficient number of representative buildings to reach general conclusions as to the feasibility of improvement of buildings of that type.

Data shown for clearance sections and conservation sections shall be the totals for all sections of each type shown on maps submitted as a part of the Project Area Report. (b) Statement of basis for data reported on Form H-6120, including but not limited to:

(1) Criteria developed and used in classifying buildings as deficient. (See Chapter 3-1.)

(2) Description of type of surveys made and demonstration of validity of any sample surveys.

(c) If necessary for a determination of existing predominantly residential character of the area, data supporting assignment of residential character to properties in mixed use and vacant parcels. (See Chapter 3-2.)

(d) Justification, if applicable, of inclusion of any sizable area not meeting "Distribution of Deficiences" test in Chapter 3-1.

(4) If applicable, evidence supporting eligibility of project under one of Categories V through XII (see Chapter 3-2).

(5) If project qualifies as a college, university, or hospital project (Category VII or VIII), and noncash local grant-in-aid credit under Section 112 of Title I is or will be claimed, statement describing the specific educational or hospital uses to which the land involved will be devoted in accordance with the Urban Renewal Plan; or, if the land is outside the project area, the specific educational or hospital uses in accordance with the development plan. (See Section 17-4-3.)

(6) When clearance and redevelopment are proposed for the project area or sizable portion thereof, and if the area to be cleared is built up, data clearly establishing that it meets the criteria in Chapter 10-1 for clearance and redevelopment of built-up areas, including the specific detailed criteria used and the type of surveys made in classifying buildings as structurally substandard to a degree requiring clearance, within the definition set forth in Chapter 10-1.

URBAN RENEWAL PLAN

Checklist Code No. R 213 shall consist of the Urban Renewal Plan, as proposed for submission to the governing body of the locality. (See Sections 10-3-1 and 10-3-2.)

REPORT ON PLANNING PROPOSALS

The Report on Planning Proposals (Checklist Code No. R 214) shall include:

(1) Zoning proposals, including:

(a) Map showing existing zone district classifications in project area and in neighborhood, or district, of which it is a part. (b) Map showing zone districts proposed for project area and neighborhood, or district.

(c) Identification of all zone district changes required by proposals under Item (b) above.

(d) Statement of anticipated timing of proposed zoning changes.

(e) Statement of local planning agency acceptance of zoning proposals and timing of changes.

(2) Basis for determinations of:

(a) Proposed land uses, including economic considerations influencing selection of proposed reuses for clearance sections. (b) Proposed regulations, controls, or restrictions to be imposed on properties to be acquired.

(c) Adequacy of proposed zoning and other codes and regulations to protect project area.

(d) Modification of existing major streets.

(e) Any areas within perimeter boundary of project to be excluded from urban renewal area. Discuss compatibility of uses of these areas with project renewal objectives.

(f) Incidental properties not to be acquired within the clearance section. Discuss compatibility of uses of these properties with project renewal objectives, and measures to be taken to ensure that the properties conform to the controls or standards established in the Plan.

(g) Adequacy of proposed and existing-to-remain commercial,
community, recreational, and public facilities, including
those outside of but serving project area.

(h) Justification for the acquisition of basically sound properties
that involve high acquisition costs, including data identify-
ing the properties by location, type, and character of use.
(i) Historic value of any structure proposed to be relocated
within the project area in accordance with the provisions of
Section 10-2-1 under "Preservation of Historic Structures."
(See Section 11-1-2 for eligible costs.)

(3) Description of relationship of planning proposals to plans for neighborhood, or district, of which project area is a part, covering land uses, thoroughfares, recreational and community facilities, and other renewal action contemplated. Evidence of local planning agency's recognition of these plans.

(4) Statement of basis for determinations that the objectives of the Urban Renewal Plan cannot be achieved through rehabilitation, or more extensive rehabilitation, of the project area. This statement shall include, but not necessarily be limited to:

(a) Number of buildings to be cleared which are structurally substandard and infeasible of rehabilitation.

(b) Number of buildings not included in Item (a) above which must be cleared to remove blighting influences, together with identification and concise description of the blighting influences to be corrected.
