10 DESCRIPTION OF PROPOSED CONSTRUCTION Acquisition of land interests which the Secretary of the Air Force or his designee determines are needed in the interest of national defense, each of which does not cost more than $50,000.

REQUIREMENT:

These funds will be utilized to acquire land and interest in land to meet critical Air Force expansion programs which develop subsequent to submittal and approval of the Air Force Military Construction Program for which the cost of one parcel does not exceed $50,000. It also provides for acquisition of presently known land requirements, the cost of one parcel of which does not exceed $50,000.

APPROPRIATION: North Atlantic Treaty Organization Infrastructure, FY 1981

Appropriation Introduction

This appropriation provides funds for the United States share of the NATO Infrastructure program, a program which provides those minimum essential, dedicated wartime facilities required to support the deployment and operation of NATO military forces, including U.S. forces committed to NATO. The program is financed collectively by NATO member countries in accordance with a negotiated cost sharing formula. It operates under financial ceilings established to cover five-year periods. The amount for each five-year period is set through a process of negotiation and requires unanimous approval of all financially participating nations.

NATO Infrastructure would be established as a discrete appropriation account commencing in fiscal year 1981. During the period FY 1979-1980, the program was authorized and funded in the appropriation "Military Construction, Defense Agencies". Prior to FY 1979, the program was authorized and funded under "Military Construction, Army".

For the United States share of the cost of multilateral programs for the acquisition or construction of military facilities and installations (including international military headquarters) for the collective defense of the North Atlantic Treaty Area as authorized in military construction acts, $300,000,000, to remain available until expended: Provided, That unexpended balances of funds, as determined by the

Secretary of Defense, heretofore appropriated under the headings "Military Construction, Army" and "Military Construction, Defense Agencies" may be transferred to this appropriation.
