brigades the counties of Itawamba, Ponola, and Yallobusha belong, shall order the particular sheriff of each of said counties, to hold an election at the several precincts within the limits of said fifty-ninth, sixtieth and sixty-first regiments on the third day of April next, for the purpose of electing regimental officers, which said election shall be conducted and returns thereof made in the same manner now prescribed by the militia laws of this state.

Sec. 3. Be it further enacted, That within thirty days after the elections of the officers provided for in the second section of this act, the colonels commandant of their respective regiments shall each proceed to lay off and organize his regiment according to the present law on the subject.

Sec. 4. And be it further enacted, That this act shall take effect from and after its passage.

CHAPTER 34.

AN ACT in relation to the University of the State of Mississippi.

Whereas, Thomas H. Williams and Jacob A. Vanhoeson, commissioners appointed to examine the several sites designated by the legislature of the state of Mississippi, for the location of the State University, in

their capacity of commissioners, conditionally purchased from John D. Martin, and James Stockard, of the county of Lafayette, Mississippi, the following described lands, to wit:- of John D. Martin, the south half of section No. 20, of township No. 8, range 3, west of the basis meridian of the Chickasaw cession, in said State; and of James Stockard, the north half of section No. 29, of township No. 8, of range 3, west of said cession: And whereas, the said John D. Martin and James Stockard, by said conditional contract, agreed for and in consideration of ten dollars to be paid to each, to make to the state of Mississippi good and sufficient titles to said land, if the State University should be located thereon:

And Whereas, the location of the State University has been made on the land aforesaid, Therefore

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That R. B. Davidson, Charles R. Mallory, and Paul B. Barringer, of the county of Lafayette, be, and are hereby authorized to secure to the state of Mississippi, titles in fee simple to the above described lands, in pursuance of the contract made and entered into, on the part of the commissioners aforesaid, with the said Martin and Stockard aforesaid.

Sec. 2. Be it further enacted, That it shall be the duty of the commissioners created by

this act, as soon as they, or any of them, recorded may be able to obtain said titles to the said land, to proceed forthwith to have the same recorded, in the proper office, where the land lies; and the same commissioners shall, within six months thereafter, forward the original title deeds to the governor of the state, whose duty it shall be to file the same in the office of the Secretary of State.

Sec. 3. And be it further enacted, That this act shall be in force from and after its passage.

CHAPTER 35.

AN ACT to establish a new county in this state, to be called the county of Harrison.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That a new county shall be, and the same is hereby created in this state, to be bounded as fol-Boundaries lows: Beginning at the point where the county. line dividing ranges thirteen and fourteen. strikes the bay of St. Louis, then with said line due north to the northern boundary of township three, south, thence due east to the centre of range nine, thence south to the bay of Biloxi, thence south-east to the point Caddi, thence westwardly with the sea shore and the shore of the Bay of St. Louis to the beginning, which country now includes a portion of the county of Hancock, and a portion of the county of Jackson.

Sec. 2. Be it further enacted, That the said county hereby created shall be called the county of Harrison.

Sec. 5. Be it further enacted, That an election shall be held in the county of Harrison for the election of a member of the legislature in the House of Representatives at the general election in November next.

Sec. 6. Be it further enacted, That said county shall be attached to and form a part of the senatorial district now composed of the county of Hancock and others.

Sec. 7. Be it further enacted, That this act shall be submitted to the people of HanTo be sub-cock county for their adoption, and to that end it shall be the duty of the board of police of Hancock county to order an election to be holden under the superintendance of such person as they may appoint for that purpose, on the first Monday in May next, and at such election the qualified electors of said county may vote for or against the establishment of said new county, and shall

have upon their tickets the words "Division," or "No Division;" and if it shall appear upon counting the votes, that there are a majority in favor of the new county, then the provisions of this act shall go into full

effect.

Sec. 8. And be it further enacted, That the county of Harrison shall be attached to the fifth judicial district, and the circuit courts therein shall be held on the third Mondays in March and September, and continue six judicial days if business so long require.

CHAPTER 36.

AN ACT to promote industry, and for the encouragement of Agriculture in the State of Mississippi.

WHEREAS, It is the highest privilege and most sacred duty of a state legislature, to encourage by every legitimate means such pursuits among its citizens as tend to increase its substantial prosperity, and, WHEREAS, it is on the pursuit of an efficient system of agricultural employment, that every people is dependant for the abundance and cheapness of the necessaries and luxuries of life which constitute the surest evidence of a prosperous community, and, WHEREAS, by a concurrence of unfortunate circumstances, this vital branch of individual and national
