We have with us today Mr. McMillan, Assistant Secretary for Marketing and Inspection Services, and your associates. We are glad to have you. Today with me is Bill West, Budget, Planning and Evaluation Director for the Food Safety and Inspection Service; Joe Powers, Deputy Administrator for Administrative Management of FSIS; Lou Gast, Associate Administrator for FSIS, Dr. Donald Houston, Administrator of FSIS, and on my left is Steve Dewhurst, USDA's Budget Officer. We do have the prepared statement, Mr. Chairman, and Dr. Houston will present the testimony. We will just give a thumbnail of the highlights per your request. Mr. WHITTEN.
