Educational exchange fund, payments by Finland, World War I debt.-Any sums paid by the Republic of Finland to the United States as interest on, or principal of, the debt incurred under the act of February 25, 1919, are credited to this fund to finance programs authorized by the Mutual Educational and Cultural Exchange Act of 1961 in relation to Finland and the people of Finland. During 1964 the exchange of 60 Finns and 13 Americans was financed from this fund and 56 grants to Finns under the Binational program were supplemented. No part of any appropriation contained in this title shall be used to pay the salary or expenses of any person assigned to or serving in any office of any of the several States of the United States or any political subdivision thereof. None of the funds appropriated in this title shall be used (1) to pay the United States contribution to any international organization which engages in the direct or indirect promotion of the principle or doctrine of one world government or one world citizenship; (2) for the promotion, direct or indirect, of the principle or doctrine of one world government or one world citizenship. SEC. 105. It is the sense of the Congress that the Communist Chinese Government should not be admitted to membership in the United Nations as the representative of China. Under authority of Public Law No. 798 (31 U.S.C. 706) this fund was closed out as of December 31, 1964. This was accomplished by transferring the accountability for the remaining assets to the Investments Branch, Bureau of Accounts.
