The Auditor and Secretary of State shall render a statement to the next Legislature, showing the amounts expended by each of the several departments of the State government.

CHAPTER 2.

HOUSE BILL No. 4.

AN ACT to make an appropriation to defray the expenses of the regular session of the legislature of 1914.

Expenses of the legislature.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the the sum of ninety-eight thousand ($98,000.00) dollars, or so much thereof as may be necessary, be and the same is hereby appropriated to pay the salaries and mileage of the members of the legislature for the regular session of 1914, and that ten thousand ($10,000.00) dollars as a contingent fund for the House of Representatives and seven thousand five hundred ($7,500.00) as a contingent fund for the Senate also be appropriated. Legislative contingent fund.

SEC. 2. The secretary and all employees of the Senate and the clerk and all employees of the House of Representatives shall be paid out of the contingent fund, which shall be expended under the direction of the Senate and the House of Representatives, as the case may be, on certificate, of the presiding officer, countersigned by the secretary of the Senate or clerk of the House.

SEC. 3.

That this act take effect and be in force from and after its passage.

CHAPTER 3.

HOUSE BILL No. 893.

AN ACT to make an additional appropriation to defray the expenses of the 1914 session of the legislature.

Additional appropriation for members of legislature.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one thousand dollars ($1,000.00) or SO much thereof as may be necessary, be appropriated to pay salaries and mileage of members of the legislature for the session of 1914, and that the sum of two thousand dollars ($2,000.00) as a contingent fund for the House, and twelve hundred and fifty dollars ($1,250) as a contingent fund for the Senate be also appropriated, these sums being in addition to the sums already appropriated.

SEC. 2. The secretary of the Senate and all employees of the Senate and the clerk of the House and all employees of the House be paid out of the contingent fund, which shall be expended under the direction of the Senate or House, as the case may be, upon certificate of the presiding officer, countersigned by the secretary of the Senate or clerk of the House.

SEC. 3. That this act take effect and be in force from and after its passage.

CHAPTER 4.

HOUSE BILL No. 108.

AN ACT to appropriate money for the maintenance of the public schools of the State of Mississippi for the years 1914 and 1915.

Appropriation for support of common schools.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one million six hundred and fifty-nine thousand and fifty-one dollars ($1,659,051.00) be, and the same is hereby appropriated out of the money in the State treasury not otherwise appropriated, for the support and maintenance of the public schools of this State for the year 1914, also one million six hundred and fifty-nine thousand and fifty-one dollars ($1,659,051.00) be and the same is hereby appropriated out of any moneys in the State treasury not otherwise appropriated for the support and maintenance of the public schools of this State for the year 1915.

SEC. 2. That this act take effect and be in force from and after its passage.

HOUSE BILL No. 253.

AN ACT to provide for the maintenance of the Mississippi Department of Archives and History, to provide for its publications and for the distribution of the same, and for the copying of confederate rolls.

Support of department archives and history; issuance of its publications; copying confederate rolls.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums, or so much thereof as may be necessary, be, and the same are hereby appropriated out of any funds in the State treasury not otherwise appropriated, for the purpose of providing for the maintenance of the Mississippi Department of Archives and History, and for publishing, and distributing its publications, and for copying confederate rolls: Salary of Director for 1914. Salary of Director for 1915.

For copying Mississippi Confederate rolls at
Washington and for no other purpose.
For office supplies, books, postage, expressage,
furnishing, and display cases, classifying, bind-
ing and editing documents, portraits, tran-
script, and translation of foreign and local
archives, marking historic sites, and preserving
old and faded records, caring for historic col-
lections and apartments, printing and copying
minutes of trustees, purchase of old manu-
scripts, newspaper files, magazines, archaeo-
logical collections and other historical mater-
ials, and for general maintenance for 1914....

In case the public printers of the State do not offer the lowest and best bids for the publications of the department, the director is empowered to make arrangements with other publishers.

Auditor to issue warrants on proper and approved vouchers.

SECTION 2. That the auditor is hereby authorized to issue warrants for the payment of the above sums for maintenance, publications and traveling expenses upon the application of the director of the Mississippi department of archives and history accompanied by itemized vouchers approved by the governor. That warrants for the director's salary be issued on his application, accompanied by proper vouchers. And, provided, that the head of the depar ment shall not reserve any money whatsoever out of the money herein appropriated otherwise than as provided as salary and traveling expenses, the latter to be paid only on itemized accounts showing distance traveled and places visited. SEC. 3. That this act shall take effect and be in force from and after its passage.

SENATE BILL No. 145.

AN ACT making an appropriation for the support, maintenance, repairs, additional buildings, improvements, furnishings, and equipment of the University of Mississippi.

Providing for the support, maintenance, repairs, additional buildings, improvements, furnishings and equipment of the University of Mississippi.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be, and the same are hereby, appropriated out of any money in the State treasury not otherwise appropriated, for the purpose hereinafter indicated, for the support, maintenance, repairs, additional buildings, improvements, furnishing and equipment of the University for the biennium beginning January 1, 1914, and ending January 1, 1916.
