SEC. 2. The accounts for the printing, stationery, engraving and binding, under the provisions of the law authorizing the survey, when approved by the governor, shall be paid out of the fund herein provided, but no part of this fund shall be used, except in conformity with the contract for the printing made by the board of public contracts.

How money drawn from treasury.

SEC. 3. That the auditor is hereby au horized to issue warrants for the payment of the above sums, upon the application of the chairman and secretary of the geological commission, or he director, accompanied by proper approved vouchers.

SEC. 4. That this act take effect and be in force from and after its passage.

CHAPTER 49.

HOUSE BILL No. 78.

AN ACT making an appropriation to pay the deficit due by the State for 101 Mississippi Reports.

Mississippi Report No. 101, deficit.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of thirteen hundred and fiftytwo dollars ($1,352.00) of any moneys in the State treasur

not otherwise appropriated, be, and the same is hereby, appropriated to be paid to Robt. Powell, the balance due him for reporting volume 101 of the Mississippi Reports, and the auditor of public accounts is authorized and required to issue warrant on the State treasurer for said sum in favor of said Powell.

SEC. 2. This act shall take effect and be in force from and after its passage.

CHAPTER 50.

SENATE BILL No. 292.

AN ACT to appropriate the sum of four hundred and fifty thousand dollars ($450,000.00) for the year 1914 and four hundred and fifty thousand dollars ($450,000.00) for the year 1915, for pensions for confederate soldiers, sailors, widows and servants of the war between the states.

Appropriation for confederate pensions.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of four hundred and fifty thousand dollars ($450,000.00) for the year 1914, and four hundred and fifty thousand dollars ($450,000.00) for the year 1915, be and the same is hereby appropriated out of any money in the State treasury not otherwise appropriated for payment of pensions, provided for by laws of the State of Mississippi; and the auditor is hereby authorized to issue his warrants therefor to the persons entitled to pensions in the mode and manner provided for by the laws of the State of Mississippi. If a pensioner has died or shall die at any time before the pension is received, then the chancery clerk of the county where the pensioner resides shall receipt to the county treasurer for such pension, and out of the same, first, pay the burial expenses; second, the expenses of the last illness, and if there be any residue, pay the same to the children of the deceased, if any, and if not to the heirs at law of said deceased.

SEC. 2. That this act take effect and be in force from and after its passage.

SENATE BILL No. 108.

AN ACT to appropriate the sum of $120.52 to pay balance due on publishing the constitutional amendments during the year 1912.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $120.52 is hereby appropriated out of any money in the State treasury not otherwise appropriated, to pay balance due to the newspapers of the State for publishing the constitutional amendments for the year 1912.

SEC. 2. That this act take effect and be in force from and after its passage.

CHAPTER 52.

SENATE BILL No. 56.

AN ACT to make an appropriation to provide clerical assistance, stationery, postage, prizes, and the general expense of conducting boys' corn club work in the State of Mississippi.

Appropriation for boys' corn club work.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of fifteen hundred ($1,500.00) dollars for the year 1914, and the sum of fifteen hundred ($1,500.00) dollars for the year 1915, or so much thereof as may be necessary, out of any funds in the State treasury, not otherwise appropriated be, and the same is hereby appropriated to provide clerical assistance, stationery, postage, prizes, and for the general expense of conducting the boys' corn club work in the State of Mississippi.

Treasurer of A. & M. college to keep accurate account.

SEC. 2. That accurate accounts of the expenditures of money received under this act shall be kept by the treasurer of the Mississippi Agricultural and Mechanical College separate from the general college account, and that an itemized and detailed report of such expenditures be made biennially, and published in such manner as the board of trustees of the Mississippi Agricultural and Mechanical College shall direct.

How money to be drawn and expended.

SEC. 3. The money hereby appropriated shall be drawn and expended under the direction of the board of trustees of the Mississippi Agricultural and Mechanical College for the purposes above named and no other, and in the same manner as other appropriations of the State college.

SEC. 4. That this act shall take effect and be in force from and after its passage. Approved March 21, 1914.

CHAPTER 53.

SENATE BILL No. 4.

AN ACT to make an appropriation to carry out the provisions of sections 2927, 2947, 2948, 2949, 4346, 4347, 4348, 4349 of the code of Mississippi of 1906, providing for the relief in repayment of moneys erroneously paid in privileges and State taxes and lands purchased.

Appropriation to refund money erroneously paid into treasury.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of thirty thousand dollars ($30,000.00) or so much thereof as may be necessary for the years 1914 and 1915, is hereby appropriated out of any moneys in the State treasury not otherwise appropriated, to carry out the provisions of sections 2927, 2947, 2948, 2949, 4346, 4347, 4348 and 4349 of the code of laws of 1906, of the State of Mississippi, providing for the relief in payment of erroneously paid privileges and State taxes and land purchased, and saving the State cost in passing bills for relief by local and private legislation in certain cases; provided no portion of said amounts shall be paid on account of any land obtained or claims for money paid under any patent or certificate heretofore issed by any secretary of state of the State of Mississippi..

Fund equally divided between erroneous tax payments and erroneous land purchases.

SEC. 2. That fifteen thousand dollars ($15,000.00) of the above amount shall be used to refund privileges and State taxes erroneously paid into the State treasury, and the sum of fifteen thousand dollars ($15,000.00) of the said above amount shall be used in the refund of amounts erroneously paid into the State treasury on account of lands purchased, as provided in section 1 of this act.

SEC. 3.

That this act take effect and be in force from

and after its passage.

CHAPTER 54.

SENATE BILL No. 173.

AN ACT to aid the Mississippi Historical Society in preparing, printing and distributing its future publications.

To provide for publication of papers, etc., of Mississippi historical society. SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums, or so much thereof as may be necessary, be, and the same are hereby, appropriated out of any funds in the State treasury not otherwise appropriated, for the purpose of aiding the Mississippi Historical Society in preparing, printing and distributing contributions to State history.

HOUSE BILL No. 461.

AN ACT to appropriate the sum of $26,623.29, being $25,000.00 principal and $1,623.29 interest, to repay the amount borrowed from the Volunteer Life Insurance Company, of Chattanooga, Tennessee, as an emergency fund for the support of the penitentiary for the year 1912.
