SENATE BILL No. 165.

AN ACT to appropriate the sum of $1,000.00 to defray the expenses of the Mississippi text book commission.

Appropriation to Mississippi text book commission.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one thousand ($1,000.00) dollars be, and the same is hereby appropriated, out of any money in the State treasury, not otherwise appropriated, to be used to defray the expenses of the Mississippi textbook commission; said appropriation shall be drawn out by order of the State board of education on the State auditor's warrant on the State treasury in favor of the textbook commissioners.

SEC. 2. That this act take effect and be in force from and after its passage.

Appropriation to aid agricultural high schools.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That one hundred and thirty-six thousand dollars ($136,000.00) be, and the same is hereby, appro

priated out of any money in the State treasury not otherwise appropriated, for the aid of agricultural high schools established under the provisions of the act of the legislature entitled "An act to provide for the establishment of county agricultural high schools, and to provide for the equipment and maintenance of the same," approved on the day of March, 1910.

How money to be paid out.

SEC. 2. That the money appropriated by this act shall be paid out of the State treasury only in the manner provided in section 5 of the said act, establishing said agricultural high schools. But no school shall receive any of the money herein appropriated until the State superintendent of public education has certified that such school has strictly complied with the law in teaching practical agriculture and domestic science.

SEC. 3. That this act take effect and be in force from and after its passage.

CHAPTER 36.

HOUSE BILL No. 32.

AN ACT to appropriate money for paying the traveling expenses of the State organizer of school improvement associations and for providing assistants for the school improvement work of the State department of education.

Appropriation for school improvement work.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of six hundred dollars ($600.00) be, and the same is hereby, appropriated out of any money in the State treasury not otherwise appropriated, for the year 1914, and the sum of six hundred dollars ($600.00) for the year 1915, for the payment of the traveling expenses of the State organizer of school improvement associations and to provide assistants, who shall be employed by the department to promote the school improvement work; provided however, that the total traveling expenses of the State organizer of school improvement associations shall not exceed the sum of six hundred dollars ($600.00) in any one year. This money shall be paid out by the State auditor on an itemized statement from the State board of education and the governor of the State.

SEC. 2. That this act take effect and be in force from

and after its passage.

CHAPTER 37.

SENATE BILL No. 116.

AN ACT making an appropriation for the maintenance and support and proving the necessary equipment for the indigent soldiers, sailors, and their wives and widows, at Beauvoir.

For maintenance of Beauvoir Confederate Soldiers' Home.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums of money, or so much thereof as may be necessary, be, and the same are hereby appropriated, out of any money in the State treasury, not otherwise appropriated, for the purpose of maintaining, supporting and providing for the comforts of the indigent confederate soldiers, sailors,. their wives and widows, at Beauvoir.

For support fund for the year 1914.
For support fund for the year 1915..
Provided that the hospital annex herein provided

SEC. 2. All accounts paid out of the above appropriations, shall be audited by the board of directors and approved by the governor, for which the auditor of public accounts shall issue his warrants upon the State treasurer. The per capita expenditure out of the State funds shall not exceed $20.00 per month; provided, out of this support fund each inmate shall receive, in cash, on the first day of each month, two dollars with which to defray his incidental ex

penses, and no money appropriated by this act shall be expended for or applied to any use or purpose other than that for which specifically appropriated.

Management of home and care of its inmates; directors to be appointed by governor.

SEC. 3. The said home, its preservation, management and control and the care of its inmates shall be vested in a board of six directors, appointed by the governor, with the advice and consent of the senate, and for a term of four years, and until their successors are appointed and qualified; and the governor shall fill all vacancies which occur on the board during the recess of the senate. The governor shall be ex-officio president of the board but the board may select a temporary president in his absence. No person, other than members of the Mississippi division of the United Confederate Veterans and Sons of Confederate Veterans shall be eligible for directors. Any director may be removed by the governor for neglect of duty or for other proper cause.

Record to be kept of inmates showing names, details of service, etc.

SEC. 4. The board of directors shall cause to be kept at Beauvoir a well bound book in which all names of confederate veteran inmates, their wives and widows shall be enrolled, with the company, regiment and state, if a soldier; and if in the navy, the commander's name and the ship or boat where service was performed; the date of admission to the home, and the date of discharge or death. Said board of directors shall not admit to the home any soldiers, widows or sailors not eligible to draw a pension under the pension laws of Mississippi.

Itemized statement of all disbursements to be furnished to legislature.

SEC. 5. The board of directors shall render to the next legislature a full and complete itemized statement of the disbursements of the money hereby appropriated, and the members of said board shall serve without compensation, except they may receive actual necessary expenses incurred in the discharge of their duties, to be paid out of the funds herein appropriated. That the superintendent shall render to the legislature at its next regular session within ten days. after it assembles a full and complete itemized statement of all receipts and disbursements.

SEC. 6. That this act take effect and be in force from and after its passage.

CHAPTER 38.

SENATE BILL No. 163.

AN ACT to appropriate the sum of $24,778.08 or so much thereof as may be necessary to cover a deficiency in the annual appropriation for the partial maintenance of county agricultural high schools for the scholastic years of 1911 and 1912-13.

Agricultural high schools; appropriation to cover deficit.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of twenty-four thousand seven hundred and seventy-eight and eight cents ($24,778.08) or so much thereof as may be necessary, be, and the same is hereby appropriated out of any money in the State treasury not otherwise appropriated, to meet the deficiency in the appropriation for the partial maintenance of county agricultural high schools for the scholastic years of 1911-12 and 1912-13.

SEC. 2.

That this act take effect and be in force from

and after its passage.

CHAPTER 39.

HOUSE BILL No. 498.

AN ACT to appropriate the sum of three hundred dollars or so much thereof as may be necessary to pay for additional clerical help in the governor's office during the legislative session of 1914.

To pay assistant private secretaries of governor.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there is hereby appropriated the sum of three hundred dollars or so much thereof as may be necessary to be paid out of any money in the State treasury not otherwise appropriated, to pay for additional clerical help in the governor's office during the legislative session of 1914 as provided by section 2371 of the code of 1906.

SEC. 2. That this act take effect and be in force from and after its passage.
