direction of the board of trustees of the State charity hospital at Jackson, Mississippi, and shall be expended under the direction of the said board, with the approval of the governor, for the purpose indicated, and shall be paid upon warrants drawn by the auditor of public accounts of the State of Mississippi as the funds may be needed.

SEC. 3. That this act shall take effect and be in force from and after its passage.

CHAPTER 24.

SENATE BILL No. 358.

AN ACT to make an appropriation in aid of the Mattie Hersee Hospital of Meridian, Mississippi, and providing for the disbursement thereof for the years 1914 and 1915.

Appropriation for Mattie Hersee hospital.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there be, and is hereby, appropriated out of any money in the State treasury not otherwise appropriated, the sum of $9,996.00 for the year 1914, and the sum of $9,996.00 for the year 1915 in aid of the Mattie Hersee Hospital located at Meridian, Mississippi, provided the city of Meridian will contribute the sum of five thousand ($5,000.00) dollars, and the county of Lauderdale will contribute the sum of two thousand ($2,000.00) dollars for each of the years 1914 and 1915 in aid of said hospital; and further providing that the money so appropriated out of the State treasury and contributed by the city of Meridian and the county of Lauderdale shall be drawn out and expended under the supervision and direction of the board of trustees of the said Mattie Hersee Hospital.

How money to be drawn and expended.

SEC. 2. The funds hereby appropriated shall be drawn from the State treasury on warrants of the auditor of the State therefor, which shall be issued by him only upon the certificate of the board of trustees, which certificate shall be first approved by the governor. Said board of trustees shall be appointed by the governor under the terms and provisions of section 2, chapter 79 of the acts of 1906.

Statement of receipts and disbursements.

SEC. 3. The board trustees or superintendent shall prepare and submit an authorized statement of all receipts

and disbursements made by him or the board of trustees to the legislature within ten days after the legislature con

venes.

SEC. 4. That this act take effect and be in force from and after its passage.

CHAPTER 25.

SENATE BILL NO. 117.

AN ACT making an appropriation in aid of King's Daughters' Hospital and Training School, at Gulfport, Mississippi, and providing for the disbursement of same for the years 1914 and 1915.

Appropriation for King's Daughters' hospital at Gulfport.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there be, and is hereby, appropriated out of any money in the State treasury, not otherwise appropriated, the sum of two thousand dollars ($2,000.00) for the year 1914, and the sum of two thousand dollars ($2,000.00) for the year 1915 in aid of the King's Daughters' Hospital and Training School at Gulfport, Mississippi, provided, that the city of Gulfport and the county of Harrison will contribute the sum of one thousand dollars, ($1,000.00) for each of the years 1914 and 1915 in aid of said hospital; and provided further that the money so appropriated out of the State treasury and contributed by the city of Gulfport and the county of Harrison shall be drawn and expended only according to the direction of the board of trustees of said King's Daughters' Hospital and Training School. Provided three trustees for the control and disbursement of the funds herein appropriated shall be appointed by the governor, who shall serve without compensation. They shall see that the funds are used for charitable purposes only under such rules and regulations, as they may adopt, subject to the approval of the governor. How funds to be drawn.

SEC. 2. The funds hereby appropriated shall be drawn from the State treasury on warrants of the auditor of the State therefor, which shall be issued by him only upon the certificate of the board of trustees, which certificate shall be approved by the governor.

Trustees to make detailed statement of disbursements.

SEC. 3. The trustees shall prepare and submit a detailed statement of all disbursements, made by them, to the

governor on or before the first day of January, 1916, which statement shall be transmitted to the legislature by the governor at the session thereof held in 1916.

SEC. 4.

That this act shall take effect and be in force

from and after its passage.

CHAPTER 26.

SENATE BILL No. 72.

AN ACT to make an appropriation for the support of the Mississippi Normal College and for equipments needed thereto for the years 1914 and 1915.

Support funds.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there shall be, and is hereby, appropriated out of any funds in the State treasury not otherwise appropriated, to meet the ordinary and special needs. of the Mississippi Normal College for the years 1914 and 1915, and for the purpose herein shown, for the following sums, to-wit:

For salaries of officers, instructors, other employees, postage, printing, telephones, telegrams, traveling expenses, and keep of college. hall for 1914.

Limitation on support fund.

Provided that no part of the support fund for the year 1915 shall be available for the use of this institution unless the trustees thereof shall eliminate therefrom before the beginning of the session of 1915, all students under the age of 17 years and shall apportion between the several counties as required by the act creating said institution. Provided, however, this shall not apply to any student who has spent one full year in the institution. Provided that nothing in this section shall be construed to prohibit the admission of children to the practice school not to exceed fifty in number at any time.

How funds to be drawn.

SEC. 2. That all of the said amounts appropriated in section 1 of this act may be drawn from the State treasury upon warrants drawn by the auditor of public accounts, which said warrants shall be drawn monthly, or as needed thereon, and issued upon the draft or written request of the president of the said normal college, and with the written endorsement and approval of the governor thereon. And the said treasurer shall pay all the said warrants out of any money in the State treasury, not otherwise appropriated.

To be expended under direction of trustees.

SEC. 3. The money appropriated by this act may be expended under the direction of and with the approval of the board of trustees of said normal college; and a report of all such expenditures shall be made to the legislature, and said report shall contain also an itemized statement of all receipts and disbursements made in all departments; provided, that all sums hereby appropriated and not consumed as herein authorized shall be covered back into the State treasury.

Must cover all obligations of the college.

SEC. 4. The funds herein appropriated shall pay all obligations of the institutions to be paid out of the State treasury to January 1, 1916.

To be used only as designated.

SEC. 5. That the appropriations for specific items in this bill shall be used only for the purpose designated, and any surplus left over from any item shall be covered back into the State treasury, and no contract shall be made by the

board of trustees or obligations incurred in excess of the appropriations herein made.

SEC. 6.

That this act take effect and be in force from

and after its passage.

CHAPTER 27.

HOUSE BILL No. 594.

AN ACT to make an appropriation to pay for water for the several State institutions located in the city of Jackson.

Water supply for State institutions.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums of money be and the same is hereby appropriated out of any money in the State treasury not otherwise appropriated, to pay the accounts as they become due from the 15th day of May, 1914, to the 15th day of May, 1916. Said money to be paid semi-annually on the 15th day of May and November of each year.

The appropriation herein provided shall only be used upon certificate from the governor, secretary of state and attorney general, certifying that the contract has been complied with and they shall not make such certificate to the auditor of public accounts until each institution has certified to the correctness of the accounts.
