CHAPTER 19.

HOUSE BILL No. 62.

AN ACT to appropriate money to defray the expenses of the Institution for the Blind and for the support fund for the Blind Institution for the years of 1914 and 1915 and for other purposes.

For support of the blind institution.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sum of money, or so much thereof as may be necessary be and the same are hereby appropriated out of any money in the treasury not otherwise appropriated, to defray the expenses of the Institution of the Blind for the years 1914 and 1915.

How appropriations used. Must not be applied to personal expenses.

All accounts paid out of above appropriation shall be supported by vouchers and audited by the board of trustees

and approved by the governor, for which the auditor of public accounts shall issue his warrant upon the State treasury, and no part of said sum shall be used by the officers or employees or their families, of said institution, for their private use, but they may have their board and lodging at the institution.

To be used only as specified.

SEC. 2. Provided that each specified item herein appropriated shall be used for the specific purpose designated, and no other.

SEC. 3. That this act take effect and be in force from and after its passage.

CHAPTER 20.

HOUSE BILL No. 72.

AN ACT to provide for the support and maintenance of the State Charity Hospital at Vicksburg and for other purposes.

Support of State Charity Hospital.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of twenty-seven thousand five hundred dollars ($27,500.00) for the year 1914 and twentyseven thousand five hundred dollars ($27,500.00) for the year 1915, be and the same is hereby appropriated out of any money in the State treasury not otherwise appropriated for the support and maintenance of the State charity hospital at Vicksburg, provided the city of Vicksburg and county of Warren give in addition thereto, the sum of four thousand dollars ($4,000.00) for each of said years.

How funds extended and accounted for.

SEC. 2. That the money hereby appropriated shall be extended and the affairs of the hospital shall be conducted and managed in accordance with the provisions of House Bill No. 434, acts of 1914.

Itemized statement to be rendered.

The superintendent shall render a complete itemized account of all expenditures of any and all moneys appropriated by the State to the legislature within ten days after the meeting of same.

Supervisors may make donation for hospital.

SEC. 3. It is further enacted that the board of supervisors of Warren county, Mississippi, are empowered to make donations or appropriations for the support and maintenance of the State charity hospital at Vicksburg, Mississippi, in an amount not less than the sum of $2,500.00 for each of said years.

SEC. 4. That this act take effect and be in force from and after its passage.

CHAPTER 21.

SENATE BILL No. 61.

AN ACT to appropriate two thousand dollars for the year 1914 and two thousand dollars for the year 1915 for the maintenance of the confederate veterans' hospital annex at Vicksburg, Mississippi, and to provide for the distribution of same.

Confederate veterans' hospital annex; support fund.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of two thousand ($2,000.00) dollars for the year 1914, and two thousand ($2,000.00) dollars for the year 1915, be, and the same is hereby, appropriated out of any money in the treasury not otherwise appropriated, for the support and maintenance of the confederate veterans' hospital annex at Vicksburg, Mississippi. Commission to govern hospital.

SEC. 2. That the governor shall, within twenty days after the passage of this act, appoint three members of the Vicksburg chapter United Daughters of the Confederacy and residents of Vicksburg, Warren county, who shall constitute a commission and who shall have full power of governing the confederate veterans' hospital and employing of persons to wait in the hospital, for the purchasing of food, furniture and other necessary articles, and making any improvements to building. The commission shall keep an accurate account of all money expended, with vouchers of same, and report the same monthly to the trustees of the Mississippi State charity hospital at Vicksburg, Mississippi, who shall, upon receipt of said report, cause to be issued a warrant upon the treasurer of the State for the payment of all expenditures made by the commission, not to exceed the amount appropriated by this act.

Inmates to be enrolled.

SEC. 2. The commission shall cause to be kept a wellbound book, in which all names of confederate veterans, inmates of hospital, shall be enrolled, with company, regiment and state of a soldier, and, if in navy, the commander's name and the ship or boat where service was performed, the date of receipt of patient at hospital and date of discharge or death. The commission shall employ a competent matron at not more than thirty ($30.00) per month, who shall have the supervision of hospital and all employees of same, and shall report, in writing, all expenditures made with itemized accounts of same.

Organization and meetings of the commission.

SEC. 4. The commission shall meet onec a month for business transactions and a majority of the board shall constitute a quorum. A secretary shall be elected from their board of commission who shall keep a record of meeting and business transacted and shall report on January 1st, each year, to the board of trustees of State charity hospital, its expenditures, etc., and the same shall be printed with the superintendent's report of the State charity hospital made to the legislature before each meeting of same. The commission shall be appointed for one year and serve until its successors are appointed.

SEC. 5. This act shall take effect and be in force from and after its passage.

CHAPTER 22.

HOUSE BILL No. 74.

AN ACT to appropriate money for the maintenance and support of the Natchez hospital for the years 1914 and 1915.

Support of Natchez hospital.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $25,000.00 for the year 1914 and the sum of $25,000.00 for the year 1915 be and the same is hereby appropriated out of any money in the State treasury not otherwise appropriated for the purpose of supporting and maintaining the Natchez hospital for said years and making necessary improvements and repairs therein during said time. Provided the mayor and board of aldermen of the city of Natchez and the board of super

visors of Adams county shall provide $5,000.00 (five thousand dollars) a year as a support fund to be drawn monthly in proportionate amounts to that drawn from the State treasury.

How money expended and hospital conducted.

SEC. 2. That the money hereby appropriated for a support fund shall be expended and the affairs of the hospital shall be conducted and managed in accordance with the provisions of chapter 15, laws of 1900, being an act titled "An act to provide for the support and maintenance of the Natchez Hospital by appropriation," except that the trustees instead of including in their printed report to the legislature the names of the patients, received and treated in said hospital, with their ages and nativity, may produce before the proper committees of the legislature, the books of the hospital, or copies thereof, showing the names, ages and nativity of the patients treated; that the superintendent shall render a full and complete itemized account to the legislature within ten days after it meets of all monies appropriated by the State.

SEC. 3. That this act take effect and be in force from and after its passage.

CHAPTER 23.

SENATE BILL No. 168.

AN ACT to appropriate money for the support and maintenance of the State Charity Hospital at Jackson, Mississippi.

For support of State charity hospital.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of thirty-five thousand dollars ($35,000.00) for the year 1914 and the sum of thirtyfive thousand dollars ($35,000.00) for the year 1915, be, and the same is hereby appropriated out of any money in the State treasury not otherwise appropriated, for the support and maintenance of the State charity hospital at Jackson, Mississippi, provided that this hospital shall be used only as a charity hospital.

How money drawn and expended.

SEC. 2. That the said appropriation shall be drawn from the State treasury of the State of Mississippi under the
