Conditions on which the funds herein provided for may be drawn.

SEC. 2. The several sums of money herein before provided for shall be paid by the State treasurer out of any money in the State treasury, not otherwise appropriated, as the necessities of said institution may require, upon a written statement showing the necessity for drawing such amount made by the president or executive committee of said institution and approved by the president of the board of trustees, and all such sums as shall not be used shall be covered back into the State treasury, and said several amounts appropriated in this bill shall not be used for any other purpose than that indicated herein, and no part of this appropriation made for one purpose shall be used for any other purpose. Provided that the salary of president shall not exceed $3,500.00 per annum.

Appropriation must cover all expenses.

SEC. 3. The funds herein appropriated, together with any other funds of the college, shall pay all obligations of the institution from January 1, 1914 to January 1, 1916.

SEC. 4. That this act take effect and be in force from and after its passage.

CHAPTER 10.

SENATE BILL No. 104.

AN ACT making an appropriation for the support, equipment, and maintenance of the chemical department of the A. & M. College at Starkville, and for the analytical and inspection work done under the direction of the State chemist for the years 1914 and 1915.

Appropriation for the chemical department and for the chemical, analytical and inspection work.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of twenty-seven thousand three hundred and seventeen dollars and fifty cents ($27,317.50) for the year 1914 and the sum of twenty-seven thousand three hundred and seventeen dollars and fifty cents ($27,317.50) for the year 1915, or so much thereof as may be necessary, be appropriated out of any funds in the State treasury not otherwise appropriated, for the support and maintenance of the chemical department and for the chemical analytical and inspection work done under the direction of the State chemist of the agricultural and mechanical college.

For equipment of chemical laboratory.

SEC. 2. That the sum of five thousand dollars ($5,000.00) or so much thereof as may be necessary, be, and the same is hereby appropriated out of any money in the State treasury not otherwise appropriated, for the equipment of the chemical laboratory of the agricultural and mechanical college.

How appropriations are to be drawn and expended.

SEC. 3. That the funds hereby appropriated shall be drawn and expended under the direction of the board of trustees of the said agricultural and mechanical college for the purposes above mentioned and for no other.

Account of expenditures to be kept.

That an accurate account of all expenditures and of moneys received under this act be kept by the treasurer of the agricultural and mechanical college, separate from the general college accounts, and that a detailed report of such expenditures be made to the legislature by the board of trustees of said agricultural and mechanical college.

SEC. 5. That this act shall take effect and be in force from and after its passage. Approved March 21, 1914.

SENATE BILL No. 120.

AN ACT making an appropriation for the equipment and support of the branch agricultural station at McNeill, Mississippi.

Support of McNeill experiment station.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be appropriated out of any money in the State treasury not otherwise appropriated, for the equipment and support of the branch agricultural experiment station at McNeill, Mississippi. For the year 1914..

SEC. 2. The money hereby appropriated shall be drawn quarterly under the direction of the board of trustees of the A. & M. College, on certificate of the director of the experiment station, approved by the governor, provided said director shall pay quarterly into the State treasury the gross proceeds from the sale of all products raised at the station, except such products as are necessary for forage and food.

SEC. 3. That this act shall take effect and be in force from and after its passage.

AN ACT making an appropriation for the equipment and support of the branch agricultural experiment station at Holly Springs, Mississippi.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be appropriated out of any money in the State treasury not otherwise appropriated, for the equipment and support of the branch agricultural experiment station at Holly Springs, Mississippi.

CHAPTER 14.

HOUSE BILL No. 194

AN ACT to make an appropriation to defray the expenses of the department of farmers' institutes and agricultural extensions, market clubs, and location of markets for Mississippi agricultural products.

Appropriation for farmers' institute and agricultural extension.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of eighteen thousand dollars ($18,000.00) for the biennial period embracing the year 1914 and the year 1915, half of said amount to be available during the year 1914 and half during the year 1915, or so much thereof as may be necessary, out of any money in the State treasury not otherwise appropriated, be, and the same is hereby appropriated for the support of farmers' institutes, agricultural extension, organization of market clubs, and finding markets for Mississippi farm production. Separate account to be kept by treasurer of A. & M. College.

SEC. 2. That accurate accounts of the expenditure of the money received under this act shall be kept by the treasurer of the Mississippi Agricultural and Mechanical College separate from the general college fund, and that an itemized or detailed report of such expenditures be made biennially and published in such manner as the board of trustees of the Mississippi Agricultural and Mechanical College shall direct.

AN ACT making an appropriation for the support, maintenance, repairs, improvements, furnishing, and equipment of the Alcorn Agricultural and Mechanical College.
