as the necessities of said institution may require, upon a written statement showing the necessity for drawing such amount made by the chancellor or executive committee of said institution and approved by the president of the board of trustees, and all sums as shall not be used shall be covered back into the State treasury, and said several amounts appropriated in this bill shall not be used for any other purpose than that indicated herein, and no part of this appropriation made for one purpose shall be used for any other purpose.

Salary of chancellor not to exceed $3,500.00.

The above appropriation for support is made on condition that the trustees of the University shall not pay the chancellor a salary in excess of $3,500.00 per annum, and that the chancellor shall not receive any money for his own use from other sources connected with the University except for special services ordered by the board of trustees. Must pay all obligations to January, 1916.

SEC. 3. The funds herein appropriated, together with any other funds of the University shall pay all obligations of the institution to January 1, 1915.

SEC. 4. That this act shall take effect and be in force from and after its passage.

HOUSE BILL No. 294.

AN ACT making an appropriation for the support, maintenance, repairs, additional buildings, improvements, furnishings and equipment of the Mississippi Industrial Institute and College.

Providing for the support, maintenance, repairs, additional buildings, improvements, furnishings and equipment of the Mississippi Industrial Institute and College.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the following sums be, and the same are hereby appropriated out of any money in the State treasury not otherwise appropriated, for the purpose hereinafter indicated, for the support, maintenance, repairs, additional buildings, improvements, furnishing and equipment of the Mississippi Industrial Institute and College for the biennial beginning January 1, 1914, and ending January 1, 1916.

SEC. 2. The several sums of money hereinbefore provided for shall be paid by the State treasurer out of money in the State treasury, not otherwise appropriated, as the necessities of said institution may require, upon a written statement showing the necessity for drawing such amounts made by the president or executive committee of said institution and approved by the president of the board of trustees, and all such sums as shall not be used shall be covered back into the State treasury, and said several amounts appropriated in this bill shall not be used for any other purpose than that indicated herein, and no part of this appropriation, made for one purpose, shall be used for any other purpose.

Officers, agents, etc., not to be interested in contracts.

SEC. 3. No member, officer or agent of the board of trustees, or employee of the Industrial Institute and College shall be a party to or interested in any contract for material used by any contractor doing work for the institution, or supplies used or needed in any departments of this institution. The president shall make or have made a full and complete itemized account of all expenditures of moneys appropriated by the State and submit the same to the legislature not later than ten days after it convenes. Appropriation must cover all expenses.

SEC. 4. The funds herein appropriated, together with any other funds of the college, shall pay all obligations of the institution from January 1, 1914 to January 1, 1916. The above appropriation is made on condition that no students shall be admitted from any county beyond the pro rata number allotted to each as provided by law; provided, if any county shall not have its full quota the president may assign the vacancies to applicants from other counties.

Salary of president not to exceed $3,500.00.

And provided that the president of the I. I. & C. shall not receive more than $3,500.00 per annum for his services as president of the institution. And provided that none of the funds herein appropriated shall be available after September 1, 1914 until the board of trustees shall eliminate all departments below the freshman class.

SEC. 5. That this act shall take effect and be in force from and after its passage.

CHAPTER 8.

SENATE BILL No. 40.

AN ACT making an appropriation of $30,000.00 out of moneys turned into the State treasury from the sale of feed and fertilizer tags for use of the department of agriculture and commerce in the enforcing of said laws during the years 1914 and 1915.

Appropriation for enforcing fertilizer law.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of thirty thousand ($30,000.00) dollars, or so much thereof as may be necessary, is hereby appropriated out of monies turned into the State treasury from the sale of feed and fertilizer tags, for use of the State department of agriculture during the years 1914 and 1915, in enforcing the feeding stuffs and fertilizer laws. How to be expended.

SEC. 2. That the same be paid upon presentation of a certificate signed by the commissioner of agriculture and

commerce.

Itemized statement to be furnished legislature.

SEC. 3. That an itemized statement of all moneys expended be furnished the legislature within ten days. the convening of its next regular session.

SEC. 4. That this act be in force from and after its passage.
