In this document, wherever reference is made to data, the source of which is not specifically cited, the information was obtained from the agency under whose auspices the program is administered.

The committee wishes to express its appreciation to the many individuals at the Congressional Research Service of the Library of Congress for their contributions and long hours toward completing this project. Also, appreciation is given to the Congressional Budget Office for providing numbers and analysis in a timely manner. Finally, the committee acknowledges Dr. Gordon Lewis of CarnegieMellon University for preparing the charts in section 8 of part 1. This material has been assembled in a limited amount of time in order that it be available to the Members for use in connection with their deliberations on various budget issues presently pending before the committee.
