At that time Pan American Airways, Inc., and Pan American-Grace Airways, Inc., had every opportunity to request the Board to take action against Braniff's certificate based upon the requirements and principles, established by Congress, of the Civil Aeronautics Act. After consideration of the arguments presented the Board concluded that the petitions should be dismissed. A copy of the Board's order and opinion, setting forth the Board's reasons for the dismissal, is included in the material presented herewith.
