Construction of 50 military family housing units with all necessary supporting facilities. Project design will provide townhouses and apartment type multi-family housing. Composition of project is shown below. Housing will include heating, solar energy systems, and appliances (range, refrigerator, dishwasher, disposer). Supporting facilities will include all site preparation, utility systems, roads, parking, sidewalks, and landscaping. Project composition:

11. PROJECT: Project will construct two officer MFH units and 48 enlisted MFH units, and associated roads and utilities. The enlisted housing requirement includes facilities for 10 normally ineligible enlisted families due to non-availability of adequate housing in proximity

to the proposed site. REQUIREMENT: The STRC represents a new concept in bomber flight crew training and will provide concentrated and realistic training on a regular and continuous basis. Training will concentrate on Emergency War Order (EWO) low level penetration and weapons delivery tactics. This intensive EWO training will insure crew skills are maintained at peak proficiency. All low level training will be accomplished on the STRC routes. The range complex and six associated support sites will provide crews the opportunity to fly a wide diversity of low level routes, and a varied geographical environment for each training mission. Ground threats will be located on permanently manned sites throughout the complex from which near continuous and varied threats will be directed at air crews engaged in training missions. The remote location of the STRC and supporting sites will enable crews to utilize all means of defensive tactics to counter these threats.

ITEM 4: Powell is 25 miles NE of Cody, WY, the northern gateway to the Yellowstone National Park. The population of 5,600 is supported by the tourist industry, the Elkhorn Basin oil field, and cattle and agriculture.

ITEM 8: Eighty-five to 90 percent of residents own their homes. housing is scarce and expensive when available. Rents in June 1981 for seven new two-bedroom apartments were $365 plus utilities and $350 and $375 plus utilities for two rental houses. Housing is not available in the community to support the new Air Force mission.

ITEM 10: Proposed project composition for two officer and 48 enlisted units is: 22-2 BR,12-3 BR and 4-4 BR units for E4-E6; 6-3 BR and 4-4 BR units for E7-E9; 1-3 BR CGO and 1-4 BR FGO units.

Projects include all work necessary to rehabilitate military family housing by providing the following features: adequate kitchens with modern amenities; modernizing antiquated bathrooms; air conditioning; modern functional layouts; soundproofing; and utility and site improvements. Energy conservation actions include new and additional insulation, storm windows, setback thermostats, solar screens, and more efficient heating and cooling systems. Energy work will meet DOD criteria for payback. Safety related work includes replacement of defective electrical circuits and heating systems. (cont'd on next page)

11. Requirement for Project:

PROJECT: This request is for $76.5 million to accomplish improvements and conserve energy in family housing units.

REQUIREMENT: To rehabilitate and improve the livability of older, obsolescent family housing units, and to conserve energy in these older housing units.

CURRENT SITUATION: Units in the Air Force inventory vary in age from 1 to 80 years. The majority were constructed since the late 1940s using various design and construction criteria, with different types of equipment, and at varying costs. As a result, the units vary in size, material, installed equipment, appliances, livability, and appearance. Many utility and structural systems were designed and constructed during years of plentiful, inexpensive, energy resources. Insulation, storm windows, etc., not previously cost effective, are now required. The FY 1983 progam will prolong the useful life of many of our older, less modern units by enhancing livability, reducing operating costs and improving safety aspects.

Purpose and Scope

This program provides for alterations to existing public quarters which will materially increase the useful life, livability, and energy conservation of the units improved at a minimum of capital investment; includes minor construction to family housing units as authorized by 10 USC 2674.
