Construction of 170 Military Family Housing units with all necessary supporting facilities. Project design will provide townhouse and apartment type multi-family housing. Composition of project is shown below. Housing will include heating and appliances (washer, dryer, range, refrigerator, dishwasher, disposer). Supporting facilities will include all site preparation, utility systems, roads, parking, sidewalks, and landscaping. Project composition:

REQUIREMENT: Adequate base living quarters are required for housing of enlisted families. These units will partially relieve the critical shortage of on-base and off-base housing for accompanied personnel caused by the new mission phase-in. In FY 82, 100 units of military family housing are authorized for construction.

Item 5: The increase in personnel is due to the phase-in of the new GLCM mission.

Item 9: The deficit is created by the addition of personnel to support the new mission combined with the lack of private housing in surrounding communities.

11. REQUIREMENT CONT'D: and comfortable quarters for married personnel and their families are essential to personal well-being and for maintaining an effective, all-volunteer Air Force.

12. CURRENT SITUATION: There are 150 adequate units and 375 substandard trailers on base. Neither the trailers nor the off-base units are counted as assets due to their deplorable condition. Only 13% of eligible personnel live in adequate on-base quarters, and 31% live in substandard on-base trailer units. Trailer units are inadequately sized, are fire hazards, are badly deteriorated, cannot be economically modernized to adequate housing, and are programmed for disposal at the earliest possible date. Off-base housing is inadequate and presents security problems. Personnel living on the local economy must drive their own vehicles to work over poorly maintained, overcrowded and high-density accident prone roadways. This project will provide on-base modern housing for an additional 34% of assigned families. In FY 81 and FY 82, 600 (200 and

400 respectively) units of military family housing are authorized for

construction.

13. IMPACT IF NOT PROVIDED: Mission effectiveness is reduced when 72% of the families are inadequately housed. An additional 413 eligible members elected unaccompanied tours due mainly to lack of suitable housing. The failure to authorize and fund this project will continue to degrade mission effectiveness and foster lower reenlistment rates for experienced, expensively trained personnel.
