10. DESCRIPTION OF PROPOSED CONSTRUCTION
Construction of 300 Military Family Housing units with all necessary
supporting facilities. Project design will provide townhouse and apart-
ment type multi-family housing. Housing will include heating, appliances
(washer, dryer, refrigerator, dishwasher, disposer). Supporting
facilities will include all site preparation, utility systems, roads,
parking, sidewalks, and landscaping. Project composition:

23,631.5 REQUIREMENT: Additional base housing is required to house enlisted personnel due to the critical housing shortage of adequate private housing. Modern, adequate quarters are required for the well being of assigned personnel and their families to reduce family separation and improve mission effectiveness. 12.

CURRENT SITUATION: Bentwaters/Woodbridge is a twin air base located in a rural area about 45 minutes east of Ipswich, an industrial seaport on England's southeast coast. Most rentals are 50 to several hundred of years in age, small and maybe minimally rehabilitated. Public

transportation to the base is so scheduled as to be virtually ineffective for military use. The access roads to the base are secondary, small and congested by all manner of agricultural and commercial/industrial transportation. Because Ipswich (and surrounding communities) has been redesignated as a London spillover area, many London industries are relocating their total operations and labor forces into the Ipswich area; 80% of new construction is earmarked for Council use to assist in rehousing the spillover populations and the remainder are programmed for real estate sales. Presently, the high demand vs hesitant housing construction is contributing to a "seller's" market and increasing prices, up to 200% from two years ago. New private construction of houses is erratic and incapable of supporting present demand, almost none is available as rentals. Poor housing conditions, fluctuating dollar value, and driving distances (from 150 villages where families live) over inadequate roads present serious problems. Families are removed from base services, alert response capabilities are reduced and traffic accident/hazards are ever present. The programmed Build lease (300 units) when completed will only replenish our leased assets, that are being sold by owners to local residents. In the past two years, less than three percent of these units have come back in the form of private rentals, long range Air Force-controlled housing assets at RAF Bentwaters/woodbridge consist of 325 surplus commodity (on-base), 150 Ministry of Defense (off-base) 160 rental guaranty (off-base) and 300 build-lease units under construction. The planned occupancy breakdown is for 118 officers and 817 enlisted for a total of 935 units.

This situation impacts not only on the families presently assigned to RAF Benwaters/Woodbridge; it also contributes to retention problems as TAC families spend approximately 50% of their career overseas. 10.
