Includes bedrooms, baths, closets lounges, centralized storage, laundry, and support space. Grade Mix: 130 E1-E4; 24 E5-E6. 11. ON BASE REQUIREMENT: 1682 PN ADEQUATE: 783 PN SUBSTANDARD: 189 PN PROJECT: Construct an unaccompanied enlisted housing facility. REQUIREMENT: A major Air Force objective is to provide unaccompanied enlisted personnel with housing that will be conducive to their proper rest, relaxation and personal well being. Properly designed and furnished quarters which provide some degree of individual privacy are essential to the successful accomplishment of the increasingly complicated and important jobs these personnel must perform. The lack of such quarters is an irritant to these personnel and a known contributor to low re-enlistment rates. The Air Force should remove this irritant to maintain an effective force of experienced airmen.

CURRENT SITUATION: There are currently not enough facilities to accommodate the on base requirement. This project is phase two of a six phase program which will eventually provide upgraded quarters to meet the full programming need for the base. When this project is completed, 56% of that goal will be reached.

IMPACT IF NOT FUNDED: Substandard living conditions will persist at the base and the morale, productivity and career satisfaction of the enlisted force will continue to be degraded.

11. REQUIREMENT: 218 PN ADEQUATE: 170 PN PROJECT: Construction of Visiting Officer's Quarters. REQUIREMENT: Adequate living quarters are required to properly accommodate the large number of officers TDY to RAF Mildenhall on official duties. This high TDY rate is driven by the combined effects of normal visits to the host unit plus the significant TDY loads presented by the rotational airlift squadron, SAC and Systems Command detachments, the Naval Air Facility, and HQ Third Air Force. Further, RAF Mildenhall is the military aerial port for the United Kingdom and must serve personnel transiting the port on official business to other UK bases. CURRENT SITUATION: All TDY officer spaces are fully utilized due to critical shortage of both on-base and off-base accommodations. This critical shortage of VOQ space results in two persons occupying the same room. Normal standards are one person per room. IMPACT IF NOT PROVIDED:

Sufficient VOQ space will remain NOT available.

0. Mission or Major Functions: This base hosts a major command headquarters which is responsible for management, command, control and direction of ir Force units throughout the European area. In addition, the base hosts a tactical fighter wing, the responsible headquarters and host unit for USAFE nits assigned to Ramstein Air Base and two tactical fighter squadrons operating F-4E aircraft in support of contingency and war plans.
