UPGRADE SEWAGE TREATMENT PLANT:

Upgrade regional waste water treatment faci+
lity. Base presently receives sewer ser-
vice from City of Jacksonville which has
been ordered by the USEPA, RGN VI, to up-
grade and increase capacity of its two
existing sewage treatment plants. Jackson-
ville will construct a new central sewage
treatment plant which will comply with all
federal, state and local standards. This
project will provide the base proportionate
share of the system upgrade.

REGIONAL SEWER CONNECTION:
Connect to Bay County Regional Wastewater
Treatment Plant. Effluent from base sew-
age treatment is consistently in violation
of Florida standards. Bay County Plant is
located on Tyndall AFB under a lease agree-
ment with the Air Force. Lease provides
for a no-cost connection by the base to
the plant. This project provides for a
force main to connect the existing base
sewage treatment plant to the county plant
and some rehabilitation of the existing
primary settling section of the base plant
to meet county pre-treatment requirements.

ADVANCED WASTE TREATMENT FACILITY:
Upgrade and increase the capacity of the
existing WWII vintage sprinkling filter
type sewage treatment plant. The plant
is operating under a National Pollutant Dis-
charge Elimination System (NPDES) permit
which requires higher effluent quality than
now attainable with the undersized obsole-
scent base Treatment. A further permit re-
quirement is elimination of untreated over-
flows. State has indicated that the current
receiving stream (Greenlaw Brook) is over-
whelmed by the quality and quantity of base
effluent, which, at times, is over 4 times
greater than the natural flow. This project
will rehabilitate, as required, the existing
sewage collection system to reduce excessive
infiltration, increase plant capacity to
accommodate current and projected flows,
improve treatment to comply with NPDES dis-
charge parameters, and relocate the dis-
charge point of the Little Madawaska River.

UPGRADE SEWAGE TREATMENT PLANT:

Upgrade sewage treatment to meet NPDES permit
discharge parameters. Air Force has been
notified by the Michigan Attorney General
of his intent to file suit to force compli-
ance with the extremely stringent discharge
limits established for Silver Lead Creek.
The existing plant which finally became
fully operational in November 1980 has been
judged by both Air Force and state as incap-
able of meeting these requirements. The
treatment method, Rotating Biological Con-
tractors (RBC), was, in 1975 when selected,
at the frontier of "state-of-the-art."
Experience gained from this plant and other
similar plants installed during that period
have advanced design knowledge to the point
where this is now an acceptable, convent-
ional method of biological treatment. This
project will completely upgrade and rehabi-
litate the existing advanced secondary
treatment plant to meet all state and federal
requirements and will include dechlorination
covers for settling and equalization tanks,
additional RBCs and ammonia reduction.
Michigan Department of Natural Resources will
be requested to participate fully in all
phases of design, construction, and plant
startup and operation.

Rehabilitate aeration lagoons.
Three-cell
aerated sewage lagoon constructed with poly-
mer-bentonite liner has consistently failed
to meet exfiltration requirements of State
of Michigan. Rehabilitation of these la-
goons, so as to enable us to discontinue
use of its currently overloaded sewage
treatment plant has been requested by the
state to be included in the Final Remedial
Plan prepared by the Air Force to comply
with the Consent Decree of Nov 1980. Pro-
ject will reconstruct the lagoons using a
60 mil hypalon membrane liner.

ALTER INDUSTRIAL WASTE TREATMENT PLANT:
Construct sludge dewatering facility at in-
dustrial waste plant to allow sludge to be
removed by truck to a Texas Water Quality
Board (TWQB) approved disposal site approxi-
mately 160 miles distant. Industrial waste
sludges are now considered to be hazardous
wastes under the Resource Conservation and
Recovery Act and must be disposed of in a
manner consistent with the implementing EPA
May 19, 1980, regulations. Previous base
practice has been to use an earthen lagoon
to hold and dry the sludge and then to apply
the partially dried sludge to adjacent
turfed land for disposal. This procedure
is no longer acceptable to the TWQB. This
project constructs a complete dewatering
facility to prepare and load dewatered
sludge into trucks for transport to an TWQB
approved disposal site.

Specified and exigent construction projects within the concepts of Title 10 USC 2674 not otherwise authorized by law having a funded cost of $1,000,000 or less, including construction, alteration, or conversion of permanent or temporary facilities.

11. REQUIREMENT: Title 10 USC 2674 provides authority to the Secretary of Defense and the Secretaries of the Military Departments to acquire, construct, extend, alter or install permanent or temporary facilities costing less than $1,000,000 not otherwise authorized by law. Included are (1) exigent projects, those items for which a need cannot reasonably be foreseen in time to be included in the FY 1983 Military Construction Program; and (2) specified projects, those items specifically identified and listed on subsequent sheets.
